OFFICE MEMORANDUM
Subject: Select Lists for the year 2009-2010 of the Officers of the Central Secretariat Service (CSS) for appointment to Grade-I (Under Secretary) of the Service – Inclusion of Shri Dominic Dungdung in the Select List for the year 2009.
In continuation of DoPT’s O.M. of even number dated 26.11.2012 on the subject noted above, the undersigned is directed to convey the approval of the President for inclusion of Shri Dominic Dungdung (CSL No.6665) in the Select List of Under Secretary for the year 2009.
2. Shri Dungdung was earlier considered by DPC for inclusion in USSLs for the years 2009, 2010 and 2011. The findings of the DPC in respect of him were placed in sealed covers as departmental proceedings initiated against him by Ministry of Home Affairs were pending. The departmental proceedings were subsequently concluded vide Ministry of Home Affairs Orders No.C-12020/1/2005-VC dated 08.04.2013 and Order No.C-12020/2/2005-VC dated 09.10.2013 exonerating him from the charges against him.
3. Accordingly, in terms of Department of Personnel \& Training O.M. No.22011/4/91-Estt.(A) dated 14.09.1992, the sealed covers in respect of Shri Dungdung were opened. As per the recommendations of the DPC as contained in the sealed covers, approval of the President has been obtained for inclusion of the name of Shri Dungdung in the Select List of Under Secretary of CSS for the year 2009 at Sl. No.259(A), below Shri Karma Wangdi Sherpa (CSL No.6664) at Sl. No. 259 and above Shri Vijay Singh (CSL No.6742) at Sl. No.260, in the Annexure-I to O.M. No.5/11/2011-CS.I(U) dated 26.11.2012, subject to the conditions prescribed therein.
4. Ministry of Coal is therefore, requested to issue Notification for inclusion of his name in USSL-2009 as indicated above.
