ORDER
Approval of the President is hereby conveyed for inclusion of officers as per Annexure to this order, in the Selection Grade Select List (SGSL) of Central Secretariat Services for the year 2016 (Deputy Secretary Grade).
- Officers who were in service on 1st July of the Select List year, but had retired subsequently or otherwise, have also been considered for inclusion of their names in the aforesaid Select List of Selection Grade of CSS, in terms of this Department’s OM No. 22011/4/98-Estt. (D) dated 12.10.1998. However, their appointment need not be notified as retired officers would not be available for actual promotion from a prospective date.

The appointment of officers (except in respect of those who are no longer in service as on the date of issuance of this Order) as Deputy Secretary on regular basis will be effective from the date of issue of this order.

All the officers as indicated in the Annexure who are in service as on date of this Order are retained in the respective Ministries/Departments where they are currently posted on their regular promotion to the Grade, until further orders. Officers included in the Select List for any year and still holding the post of Under Secretary are required to assume charge of the post of Deputy Secretary and their regular appointment will be effective only from such date.

The seniority of the officers included in the aforesaid Select List, will be in the same order in which their names have been recommended for inclusion, irrespective of actual dates of their appointment to the Selection Grade.

In terms of Rule 2(c) (iii) of CSS Rules, approved service in the grade of Deputy Secretary will count from 1st July of the Select List Year.

In terms of CSS Regulations, 2010, an eligible officer for inclusion in SGSL should have successfully undergone such mandatory training programme as may be prescribed under Cadre Training Plan of DoPT. In terms of CCS (CTP), successful completion of Level E Training is mandatory for inclusion in SGSL. Officers included in SGSL, have either successfully undergone Level E Training or are exempted therefrom.
7.1 The officers, whose names have been distinctly mentioned in the Annexure, are yet to successfully complete Level-E Training. Their appointment may be notified on assumption of charge of the post of Deputy Secretary, following their successful completion of the Level E Training.

Ministries/Departments, where the officers approved for inclusion in the Select List and are currently appointed as Deputy Secretary or Director on adhoc-basis, are requested to notify the appointment of these officers to the grade of Deputy Secretary on regular basis from the date of issue of this order.
- The Ministries/Departments, before issuing necessary notification, shall ensure that the officer(s) concerned is/are clear from vigilance angle in terms of DoPT O.M. No. 22034/4/2012-Estt (D) dated 2.11.2012 read with O.M. No. 22011/4/91-Estt(A) dated 14.9.1992 and O.M. No. 22012/1/99-Estt(D) dated 25.10.2004. In case of any change in the vigilance status of the officer from the last report, the same may be communicated to AVD.I and CS.I Divisions of this Department immediately.
9.1 In case of currency of any penalty imposed on an officer included in the Select List, notification should be issued only after the currency of the penalty is over in terms of DoPT’s O.M. No.22034/5/2004-Estt(D) dated 15.12.2004. Such cases should be informed to this Department separately.
- In case of officers presently on deputation, they may repatriate to the cadre to avail promotion by submitting their willingness within 07 working days and reporting to CS.I Division within 30 working days of issuance of this order. In case they opt to continue on ex-cadre posts, an appropriate proposal from the borrowing authority concerned is required to be forwarded to this Department within 20 working days of issuance of this order, for consideration of grant of proforma promotion in terms of extant instructions. Only on grant of proforma promotion, notification for their regular promotion shall be issued by the Ministry/Department concerned from where the officer proceeded on deputation.

The inclusion of officers in SGSL will remain subject to further orders of the Hon’ble Supreme Court of India in the Civil Appeal No. 629 of 2022 arising out of SLP(C) No. 30621/2011 titled Shri Jarnail Singh & Ors. V. Lachhmi Narain Gupta & Ors. and other connected matters.

The copy of notifications for regular appointment of officers should invariably be endorsed to this Department for record. In case any of the officers included in the Select List cannot be appointed to the Grade of Deputy Secretary on regular basis, the same may be brought to the notice of this Department immediately along with the reasons.
