The Central Administrative Tribunal directed that certain officers be placed in the appropriate previous years’ Select Lists of Grade I of CSS. A review was conducted, and the competent authority approved the inclusion of officer names in the CSS Selection Grade (Deputy Secretary). Subsequently, the names of four officers were deleted from the CSS Selection Grade Select Lists.

Subject: Inclusion of officers in appropriate Select Lists of CSS Selection Grade (Deputy Secretary) consequent upon review
The undersigned is directed to say that in pursuance of order of the Hon’ble Central Administrative Tribunal, Principal Bench, New Delhi dated 30.11.2004 in OA No.991/2003 (Shri Vijay Kumar \& Ors Vs. Union of India \& Ors), Smt. L Indumathy (SC), Shri A K Singh (SC), Shri Raj Kumar Gathwal (SC), Shri Vijay Kumar (SC) and Shri Narain Dass (SC) have been placed in appropriate previous years’ Select Lists of Grade I of CSS (Under Secretary) vide this Department’s order No. 4/18/2005-CSI(Desk)(Vol.II) dated 28.10.2011 by giving the benefit of the third proviso to Rule 12 (2) of erstwhile CSS Rules 1962. Their placement in the earlier US SLs necessitated review of their cases for placements in the next higher grade of Deputy Secretary.
2. Consequently, a review DPC was held on $8^{\text {th }}$ November, 2013 and on its recommendations, the competent authority has approved inclusion of the names of the officers in appropriate Select Lists of CSS Selection Grade (Deputy Secretary) as under :-

4. There is no change in the Select List for the Selection Grade (Deputy Secretary) in the case of Shri Vijay Kumar.
