A recent development highlights the ongoing efforts to implement a pivotal Supreme Court judgment from July 2014 concerning consequential benefits for Scheduled Caste and Scheduled Tribe officers. This directive has prompted a focused review within the Central Secretariat Service.

Specifically, a provisional list of 25 Under Secretaries is being scrutinized for potential ad-hoc promotions to the Grade of Deputy Secretary. The key element in this process is the Annual Performance Appraisal Reports (APARs) for the period spanning 2008-09 to 2015-16. These records are vital for the Screening Committee’s evaluation.

All concerned ministries, departments, and individual officers are urged to promptly verify the availability of these crucial APARs. Any missing records must be submitted without delay to ensure that no officer’s candidature is adversely affected due to a lack of complete documentation. For transparency, the provisional list indicating the status of APARs is also accessible on the Department of Personnel & Training’s official website under the Central Secretariat Service section.

Furthermore, there’s a reminder for CSS Group A officers to ensure their APARs for the year 2016-17 are submitted online via the SPARROW system if not already recorded.

Subject: Implementation of Hon’ble Supreme Court Judgement dated 15.07.2014 in Civil Appeal Nos. 6046-6047 of 2004 – Providing consequential benefits to SC/ST officers – Availability Status of APARs for the period from 2008-09 to 2015-16- regarding.

CS.I(D) of this Department is likely to consider 25 Under Secretaries of Central Secretariat Service (CSS) for ad-hoc promotion to the Grade of Deputy Secretary as a sequel to the above judgement of Hon’ble Supreme Court. A provisional list indicating availability of APARs for the period from 2008-09 to 2015-16 who are likely to be considered by the Screening Committee is prepared and attached at annexure-I.
2. The Ministries/ Departments as well as concerned officers are also requested to check at their end the non-availability (NA) of APARs in respect of the officers working in the Ministry/ Department concerned and make available the pending APARs to CS-I Division, DoP\&T without further delay.
