ORDER

Consequent upon appointment on promotion from SCS of erstwhile State of Jammu and Kashmir on the basis of inclusion of their names in the select lists of 2013, 2016, 2017 and 2018 vide DOPT notification No. 14015/9/2021-AIS-I (B) dated 03.08.2022 and on receipt of proposal from the Government of J\&K vide their letter No. GAD-SERV0IAS/142/2022-02-GAD dated 10.08.2022, seniority /year of allotment of these officers has been computed under Rule 3(3) (ii) of IAS (Regulation of Seniority), Rules 1987 and other relevant rules as amended from time to time. Weightage formula is as under:-

1. Select List of 2013 (prepared against vacancies arisen between 1.1.2013 to 31.12.2013)

*Seniority/year of allotment of officers mentioned at SI. No. 1 in the Select List of 2016 (SCS Category) has been restricted under provisions of the rule 3(3)(ii) of IAS(Regulation of Seniority) Rules, 1987 which provide that an officer shall not be assigned year of allotment earlier than year of allotment assigned to other officer senior to him in that Select List or appointed on the basis of earlier Select List.
4.1 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officer whose name has been mentioned at SI. No. 1 of the select list of 2016 shall be placed below Smt. Rehana Batul, the junior most promotee IAS officer of 2010 (Select List 2013) and above Shri Bhupinder Kumar, the senior most RR IAS officer of 2011 batch of erstwhile J \&K cadre.
4.2 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officer whose name has been mentioned at SI. No. 2 of the select list of 2016 shall be placed below Shri Mohammad Aijaz, the junior most RR IAS officer of 2012 batch and above Ms. Avny Lavasa, the senior most RR IAS officer of 2013 batch of erstwhile J\&K cadre.1.

5.1 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officers whose names have been mentioned at SI. No. 1 to 3 of the Select List of 2017 shall be placed below Shri Vikas Kundal, the junior most RR IAS officer of 2013 batch and above Shri Rahul Yadav, the senior most RR IAS officer of 2014 batch of erstwhile J\&K cadre.

6.1 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officers whose names have been mentioned at SI. No. 1 to 8 of the select list of 2018 shall be placed below Shri Pardeep Kumar, the junior most promotee IAS officer of 2013 (Select List 2017) and above Shri Rahul Yadav, the senior most RR IAS officer of 2014 batch of erstwhile J \&K cadre. 7.
