ORDER
Consequent upon appointment of Shri Ashwani Kumar Gupta to IAS by Selection (Non SCS category) of Haryana cadre on the basis of inclusion of his name at SI. No.1 in the Select List of 2019 not later than his immediate junior Shri Vivek Bharti (SI.No.2) in pursuance of directions of Ld. CAT, Chandigarh Bench contained in its order dated 15.12.2023 in O.A. No.060/410/2023 vide this Department’s order No.22012/25/2023-AIS(I) dated 23.01.2024, and on receipt of the proposal from the Government of Haryana vide their letter No.66/02/2019-6S(I) dated 19.02.2024, the seniority / year of allotment of the officer has been computed under Rule 3(3)(iii) of the IAS (Regulation of Seniority) Rules, 1987, and other relevant rules as amended from time to time. The weightage formula is as under:-

*Seniority/year of allotment of officers mentioned at SI. No. 3 and 5 in the Select List of 2019 (Non-SCS Category) has been restricted under provisions of the rule 3(3)(iii) of IAS (Regulation of Seniority) Rules, 1987 which provide that an officer shall not be assigned year of allotment earlier than year of allotment assigned to other officer senior to him in that Select List or appointed on the basis of earlier Select List. 2.1 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officer whose name has been mentioned at SI. No. 1 in the Select List 2019 shall be placed below Shri Pradeep Kumar-I, Promotee IAS officer of 2011 batch (SCS category from Select List 2015) and above Ms. Priyanka Soni, the senior most RR IAS officer of 2012 batch of Haryana cadre. 3. This issues in partial modification of this Department’s order of even number dated 27.12.2022 and may be conveyed to the concerned officer(s).
