The Department of Personnel & Training is issuing a directive regarding the submission of PFMS (Public Financial Management System) account details for grants-in-aid provided to Central Government Employees Residents Welfare Associations (CGERWA). A grant of Rs. 10,000 is sanctioned to eligible associations to support welfare activities. All ministries are required to register implementing agencies on PFMS to monitor fund flow and balances, as per GFR 2017. Associations are instructed to register themselves as ‘Agency’ on PFMS and submit the necessary details to facilitate grant processing.

OFFICE MEMORANDUM
Subject: Grants-in-aid to the Central Government Employees Residents Welfare Associations- Submission of PFMS Account details -regarding.
The Department of Personnel & Training has been sanctioning Grants-in-aid of Rs. 10,000/- to the eligible recognized Central Government Employee Residents Welfare Associations (CGERWA) to enable them to meet a part of their expenditure on the welfare activities, programmes during a financial year.
- As per clause 86 (2) of GFR 2017, all the Ministries, sanctioning grant-in-aid, shall register all implementing agencies till last level of implementation on PFMS to track fund flow and unspent balances.

In view of the above, the recognized Central Government Employees Residents Welfare Associations eligible to receive grants-in-aid may register themselves as ‘Agency’ on PFMS and send the requisite PFMS details to this Department to process the grants-in-aid as per GFR 2017.
