Grant of Study Leave to Central Govt. Employees for Ph.D – Enhancement of Limit

This Office Memorandum from the Ministry of Personnel, Public Grievances & Pensions announces an increase in the permissible duration of study leave for Central Government employees pursuing Ph.D. degrees. The limit has been raised from 28 months to 36 months when combined with other types of leave (excluding Extraordinary Leave). This decision was made after considering the typical 3-year timeframe required for Ph.D. studies and consulting with the Ministry of Finance. The order will be effective from September 1, 1990, and a formal amendment to the relevant rules is being issued separately. The Indian Audit and Accounts Departments were consulted through the Comptroller & Auditor General of India.

OFFICE MEMORANDUM

Subject:- Grant of Study Leave to Central Govt. employees
for prosecuting studies leading to Ph.D – enhancement o

The undersigned is directed to say that as per
Sub-rules (2) of Rules 54 of CCS (Leave) Rules, 1972, Central
Govt. employees can be granted Study Leave along with
other kinds of leave, but in no case shall the grant
of this leave in combination with leave other than Extra
Ordinary Leave, involve a total absence of more than 28
months from regular duties of the Govt. servants. The
question of increasing this limit of 28 months was under
consideration in the context of demand for grant of study
leave up to 3 years against the present ceiling of 2 years
especially because studies leading to award of “Ph.D”
degree involve a time duration of 3 years. The matter
was considered in all its aspects and in consultation
with the Ministry of Finance it has been decided to increase
the limit of study Leave combined with other kinds of
leave with leave salary excluding Extra Ordinary Leave,
from 28 months to 36 months to Central Govt. employees
undergoing course of study leading to the award of Ph.D
degree, provided the study as well as the University/
Institution are approved by the controlling authority
and subject to fulfilment of various conditions regarding
grant of Study Leave.

This order will take effect from 1st September,
1990.

  1. Formal amendment to the relevant provision of
    the rules incorporating the above amendment is being
    issued separately.

  2. In so far as persons serving in the Indian Audit
    and Accounts Departments are concerned, this issues after
    consultation with the Comptroller & Auditor General of India.
