This Office Memorandum from the Ministry of Personnel, PG & Pensions clarifies the process for granting Non-Functional Scale (NFS) to Section Officers of the Central Secretariat Service (CSS). It specifies that only regular Section Officers with at least four years of approved service are eligible for NFS, subject to DPC/Vigilance Clearance. The memorandum also details the scenarios under which NFS can be granted, providing illustrative examples related to promotions and pay fixation for those holding Section Officer positions on both ad-hoc and regular basis. It emphasizes that previous clarifications focused solely on the pay fixation aspect of NFS grants.
