This office memorandum clarifies the eligibility of Canteen Allowance for Group B employees of Non-Statutory Departmental Canteens operating from Central Government Offices. Following a review and advice from the Ministry of Finance (Department of Expenditure), it has been decided that the Canteen Allowance is not admissible during the period of canteen closure from May 2020 to January 2021. All Ministries and Departments are instructed to implement this decision. The memorandum is circulated to various government bodies, including the President’s and Vice-President’s Secretariats, the Cabinet Secretariat, and relevant administrative and audit authorities.

OFFICE MEMORANDUM
Subject:- Grant of Canteen Allowance to Non- Statutory Departmental canteen employees functioning from Central Government Offices – regarding.
The undersigned is directed to say that certain queries have been received relating to grant of Canteen Allowance to Group B employees of Non Statutory Departmental Canteens functioning from Central Government Offices during the period of closure of Departmental Canteens in pursuance of Estt. DoP&T’s O.M. dated 20.04.2020 and 01.09.2020. The matter has been carefully reviewed in consultation with D/o Expenditure.
In view of the advice rendered by Ministry of Finance, Department of Exp. it is decided that Canteen Allowance is not admissible during the closure of Departmental Canteens from May 2020 to January 2021. Therefore, all the Ministries/Departments are hereby informed to take suitable steps in this regard.
This issues with the approval of Ministry of Finance, Department of Exp. Vide I.D. No. A-27023/2(1)2018-E.II B(7th CPC) dated 23.03.2021.
