This document details the process of determining the seniority and year of allotment for promotee IAS officers of the joint Manipur-Tripura cadre who were included in the 2014 Select List (SCS quota). The process is based on Rule 3(3)(ii) of the IAS (Regulation of Seniority) Rules, 1987, and considers years of qualifying service with a specific weightage formula. ORDER
The Government of Manipur vide their No. 3/2/2015-IAS/DP dated 15th October, 2015 have requested to fix seniority/year of allotment of promotee IAS officers of joint Manipur-Tripura cadre, who have been appointed to IAS on the basis of inclusion of their names in the Select List of 2014 (SCS quota), vide this Ministry’s notification No. 14015/15/2013-AIS-I B dated 18th September, 2015.
- In view of the above, the seniority/year of allotment of above officers have been considered and computed under Rule 3(3) (ii) of IAS (Regulation of Seniority), Rules 1987, and other relevant Rules as amended from time to time. Weightage formula is as under:-

No. 1 to 3 of the Select List of 2014 shall be placed below Shri Kullu Siva Kumar Naidu, the junior most RR IAS officer of 2011 Batch and above Shri Debapriya Bardhan, the senior most RR IAS officer of 2012 batch of Joint cadre of Manipur-Tripura.
4. Seniority/year of allotment of above officers has been fixed provisionally subject to outcome of writ appeal no. 92/2002 arising out of Civil Rule No 201/1997 filed by Shri M. Lakshmikumar Singh \& Ors before Hon’ble Gauhati High Court.
5. The order may be conveyed to the concerned officer.
