Fixing Seniority for IAS Officers Appointed by Selection from Maharashtra

This document addresses a request from the Government of Maharashtra to determine the seniority and year of allotment for officers appointed to the IAS through the Non-SCS (Non-Selection) category. Based on the Select Lists of 2010 and 2011, and in accordance with Rule 3(3)(iii) of the IAS (Regulation of Seniority) Rules, 1987, the seniority of two officers, D.G. Mhaisekar and V.N. Suryavanshi, has been fixed. D.G. Mhaisekar, from the 2010 Select List, will be placed below Shri Balasaheb Kolse and above Shri Vikram Kumar. V.N. Suryavanshi, from the 2011 Select List, will be positioned below Shri Deependra Singh Kushwah and above Dr. Amit Saini. The order has been communicated to the relevant authorities, including the Chief Secretary of Maharashtra and the Accountant General.

The Government of Maharashtra vide their letters dated 29.3.2011, 7.4.2012, 25.5.2012 and 27.7.2012 have requested to fix seniority/year of allotment of the officers who were appointed to IAS (Non-SCS category) by selection from the Select Lists of 2010 and 2011 vide this Ministry’s notifications No. 14015/20/2010-AIS (I)-B dated $1^{\text {st }}$ February 2011 and No.14015/14/2011-AIS-I-B dated 17.2.2012 respectively. The same has been considered and computed under Rule 3(3)(iii) of IAS (Regulation of Seniority), Rules 1987, as amended from time to time as shown in column no. 08 of the following table: –

Non -SCS: Select List-2010

Mhaisekar (Non-SCS Select List of 2010) would be placed below Shri Balasaheb Kolse, the only promotee IAS (SCS) officer of 2003 batch and above Shri Vikram Kumar, the senior most Direct recruit IAS Officer of 2004 batch of Maharashtra cadre.

2.1 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the name of Shri V.N. Suryavasnshi (Non-SCS Select List of 2011) would be placed below Shri Deependra Singh Kushwah, the junior most IAS officer of 2006 batch and above Dr. Amit Saini, the senior most Direct recruit IAS Officer of 2007 batch of Maharashtra cadre.
