New Delhi dated the $6^{\text {th }}$ July 2012 With reference to State Government’s letters no. 4/21/2010-AIS-(7)/1888 dated 9.5.2011 and No. 4/21/2010-AIS-(7)/2186 dated 18.6.2012 the question of fixation of seniority/year of allotment of the officers who were appointed to IAS by promotion from the Select List of 2007, 2008, 2008A and 2009(prepared against the vacancies of 2006,2007, 2008 and 2009 respectively) vide this Ministry’s notification no 14015/32/2010-AIS-(I)-B dated 13.7.2010 and 14015/18/2010-AIS-I (B) dated 3.3.2011 has been considered and the same has been computed under Rule 3(3) (ii) of IAS Regulations of Seniority, Rules, 1987, as amended from time to time, till date and is as shown in column no. 08 of the table, which follows:-

2.1 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officers whose names have been mentioned at Sl. No. 1 to 5 of the select list of 2006A and 1-5 of the select list of 2007(earlier 2008) shall be placed ad seriatim enblock below Shri Priyank Bharti, IAS the junior most direct recruit IAS officer of 2000 batch and above Dr. Zade Vijay Namdevrao, the senior most direct recruit IAS officer of 2002 batch of Punjab cadre.
2.2 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officers whose names have been mentioned at Sl. No. 1 to 5 for the select list of 2008A shall be placed enblock below Shri Baldeo Purushartha, the junior most direct recruit IAS officer of 2002 batch of Punjab cadre and above Shri Kamal Kishore Yadav, the senior most direct recruit IAS officer of 2003 batch of Punjab cadre.

2.3 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officer whose names have been mentioned at SI. No. 1 of the select list of 2009 shall be placed below Shri Rajat Agarwal, the junior most direct recruit IAS officer of 2003 batch of Punjab cadre and above Shri Arshdeep Singh, the senior most direct recruit IAS officer of 2004 batch of Punjab cadre.
2.4 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officers whose names have been mentioned at SI. No. 2 of select list of 2009 shall be placed below Shri Ms. Chauhan Kavita Mohan Singh, the junior most direct recruit IAS officer of 2004 batch of Punjab cadre and above Dr. Basant Garg, the senior most direct recruit IAS officer of 2005 batch of Punjab cadre.
3. From the IAS Civil List 2012, it has been observed that seniority/year of allotment of S/Shri Arvinder Singh Bains, D.D. Ternach, Yash Vir Mahajan, Sukhjit Singh Bains, Gopal Krishan Singh, Dr. Karamjit Singh Sra, Inderjit Singh Sandhu, Dr Harkesh Singh Sidhu and Shri Pirthi Chand has already been fixed and they have been assigned 2001 as their year of allotment. The earlier order with reference to the seniority /year of allotment of these officers stands superceded.
4. The order may be communicated to the concerned officers.
