The Government of Punjab has sent a proposal dated 7.2.2012 for fixation of seniority/year of allotment of the officers who were appointed to IAS by promotion from the Select List of 2010 vide this Ministry’s notification No. 14015/18/2011-AIS-I dated $10^{\text {th }}$ January 2013 has been considered and the same has been computed under Rule 3(3)(ii) of IAS (Regulation of Seniority), Rules 1987, as amended from time to time, till date. The same has been indicated in column no. 08 of the following table:-

  1. 1 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officers whose names have been mentioned at SI. No. 1 of the select list of 2010 shall be placed below Shri Mohinder Pal Arora, the junior most promotee IAS officer of 2004 batch (Select list of 2009) and above Dr. Basant Garg, the senior most direct recruit IAS officer of 2005 batch of Punjab Cadre. 2.2 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officers whose names have been mentioned at SI. No. 2 to 7 of the select list of 2010 shall be placed below Shri Diparva Lakra, the junior most promotee IAS officer of 2005 batch and above Dr. Abhinav, the senior most direct recruit IAS officer of 2006 batch of Punjab Cadre. 2.3. As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officers whose names have been mentioned at SI. No. 8 to 18 of the select list of 2010 shall be placed below Dr. Ravi Bhagat, junior most direct recruit IAS officer of 2006 batch and above Ms. Anindita Mitra, the senior most direct recruit IAS officer 2007 batch of Punjab Cadre. 2.4. Seniority /year of allotment of officers at SI No. 9 to 18 of the select list of 2007 has been restricted under proviso to Rule 3(3) (ii) of IAS (Regulation of Seniority) Rule, 1987. 3.
