ORDER
The Government of West Bengal had sent a proposal vide their letter no. 299PAR dated $22^{\text {nd }}$ February, 2016 for fixation of seniority / assigning the year of allotment to the one officer viz. Smt. Suprana Das Ahmed appointed to IAS from State Civil Service on the basis of inclusion of her name “Unconditional and Final” in select list of the year 2013. 2. In this connection, it is mentioned that seniority/year of allotment of IAS officer appointed on the basis of Select List of 2013 has already been fixed seniority. Seniority /year of allotment of Smt. Suprana Das Ahmed could not be fixed alongwith other officers, as she was provisionally included in the select list of 2013 subject to clearance in the disciplinary proceedings pending against her and grant of Integrity Certificate by the State Government. Subsequently inclusion of her name in the said select list was declared unconditional and final by UPSC on a proposal from State Government. Consequently Smt. Suprana Das Ahmed was appointed to IAS vide notification No. 14015/24/2014-AIS-I (B) dated $16^{\text {th }}$ October, 2015. 3. From the select list 2013, it has been observed that Smt. Suprana Das Ahmed was at SL No. 8 included below Tashi Dhendup Sherpa and above Kajal Kumar Bandyopahyay vide Notification 14015/24/2014-AIS-I (A) dated $25^{\text {th }}$ June, 2015. 4. In view of the above, the seniority/year of allotment of above officer has been considered and computed under Rule 3(3) (ii) of IAS (Regulation of Seniority), Rules 1987, and other relevant Rules as amended from time to time. No. 1 to 8 of the select list of 2013 shall be placed below Shri Tapan Kanti Rudra, junior most promotee (SCS category) IAS officers of 2005 batch and above Shri Randir Kumar, senior most RR IAS officer of 2006 batch of West Bengal cadre.
3.2 The seniority /year of allotment of Smt. Madhumita Choudhary has been restricted as per proviso of the Rule 3(3) (iii) of the IAS (Regulation of Seniority) Rules. 1987.
5. This department’s order of even number dated $15^{\text {th }}$ July, 2015 would stand superseded to the above extent.
