ORDER
The Government of Uttar Pradesh have requested vide their letter no. 336/two-1-2014 dated $17^{\text {th }}$ April 2014 for fixation of seniority /year of allotment to the three officers viz. Shri Shyam Narayan Tripathi, Arvind Kumar Singh and Ravindra Madhukar Godbole appointed to IAS from State Civil Service on the basis of inclusion of their names in Select Lists for the year 2012.
2. In this connection, it is mentioned that seniority/year of allotment of IAS officer appointed on the basis of Select List of 2012 has already been fixed seniority vide order 8th November 2013. Seniority of above three officers could not be fixed alongwith other officers as they were provisionally included in the select list of 2012 subject to clearance in disciplinary proceedings pending against him. Subsequently inclusion of their name in the said select list was declared unconditional and final by UPSC on a proposal from State Government. Consequently these three officers were appointed to IAS vide notification dated 16.12.2013 and 17.1.2014. From the Select List 2012, it has been observed that Shri Shyam Narayan Tripathi at SL No. 7 included below Shri Dinesh Chandra and above Shri Bhagelu Ram Shastri. Further Shri Arivind Kumar Singh and Shri Ravindra Madhukar Godbole were included below Shri Yogeshwar Ram Mishra and and above Shri Yogesh Kumar Shukla at SI. No. 39 \& 40 respectively in the Select List.
3. In view of the above, the seniority/year of allotment of above three officers have been considered and computed under Rule 3(3) (ii) of IAS (Regulation of Seniority), Rules 1987, as amended from time to time and revised order of seniority of promotee IAS officers of Uttar Pradesh appointed on the basis of Select List of 2012 incorporating details regarding Shri Shyam Narayan Tripathi, Arvind Kumar Singh and Ravindra Madhukar Godbole would be as under:-# 4. 4.1 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officers whose names have been mentioned at SI. No. 1 to 10 shall be placed enblock below Shri Rizgian Sampheal, Junior Most DR IAS officer of 2003 batch of UP Cadre and above Ms Anamika Singh, Senior most DR IAS officer of 2004 batch of UP cadre. 4.2 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officers whose names have been mentioned at SI. No. 11 to 14 shall be placed enblock below Shri Gaurav Dayal, Junior Most DR IAS officer of 2004 batch of UP Cadre and above Shri Surendra Singh, Senior mōst DR IAS officer of 2005 batch of UP cadre. 4.3 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officers whose names have been mentioned at SI. No. 15 to 33 shall be placed below Shri Gurrala Srenivasulu, Junior Most DR IAS officer of 2005 batch of UP Cadre and above Shri Zuhair Bin Saghir, Senior most DR IAS officer of 2006 batch of UP cadre. 4.4 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officers whose names have been mentioned at SI. No. 34, 35 \& 36 shall be placed below Dr. Hrishikesh Bhaskar Yashod, Junior Most DR IAS officer of 2006 batch of UP Cadre and above Ms. Sheetal Verma, the senior most DR IAS officer of 2007 batch of UP cadre.4.5 The seniority/year of allotment officers at Sl. No. 16, 17, 19 to 28, 30, 31, 35 & 36 restricted as per proviso to Rule 3(3)(ii) of the IAS (Regulation of Seniority) Rules. 1987.
- This Department’s order of even number dated 8th November 2013 would stand superseded to the above extent.
