ORDER
The Government of Odisha vide their letter No.SER1-IAS-004-/2016-753/AIS-I dated 10.01.2017 have sent a proposal for fixation of seniority SCS officers appointed to IAS against the Review Select List 2014 (SCS) vide this Department’s Notification No.14015/17/2015-AIS-I (B) dated $13^{\text {th }}$ January, 2017 issued in compliance with the order dated 09.09.2016 passed by Hon’ble CAT, Cuttak Bench, Cuttak in OA Nos.260/00205, 00388 \& 00389 of 2016 and in suppression of this Department’s Notification No.14015/17/2015-AIS-I (B) dated 09.10.2015. The Seniority /year of allotment of these officers has been computed under Rule 3(3) (ii) of IAS (Regulation of Seniority), Rules 1987 as amended from time to time. As per relevant rules weightage works out as under:-

2.1 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officer whose names have been mentioned at SI. No. 1 to 7 of the select list of 2014 shall be placed below Shri Ratnakar Rout, the promotee IAS officer of 2005 batch and above, Ms. Roopa Roshan Sahu, the only RR IAS officer of 2006 batch of Odisha cadre. 2.2 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officer whose names have been mentioned at SI. No. $8 \& 13$ of the select list of 2014 shall be placed below Ms. Roopa Roshan Sahu, the only RR IAS officer of 2006 batch and above, Shri Arvind Agrawal, the senior most RR IAS officer of 2007 batch of Odisha cadre. 3. This issues in supersession of this Department’s order of even number dated 24.11.2015. 4. The order may be conveyed to the concerned officers.
