ORDER

The Government of Odisha vide their letter No. SER1-IAS-004-/2016-752/AIS-I dated 10.01.2017 have sent a proposal for fixation of seniority of Non-SCS officers promoted to IAS against the Select List 2013 (Non-SCS). These officers have been appointed to IAS vide this Department’s notification No. 14015/17/2016-AIS-I (B) dated 13th January, 2017 issued in compliance of the order dated 10.3.2016 passed by Hon’ble CAT, Cuttak Bench, Cuttak in OA No.907/2013. The Seniority /year of allotment of these officers has been computed under Rule 3(3) (iii) of IAS (Regulation of Seniority), Rules 1987 as amended from time to time. As per relevant rules weightage works out as under:-

  1. Seniority /year of allotment have been computed as under:- (Select List of 2013- Non-SCS category (Against vacancies arisen between 1.1.2013 to 31.12.2013)
Sl.No. Name of the Officer (S/Shrr/Smt) Date from which holding continuous service in a post equivalent to the post of Deputy Collector or higher post. Completed year of continuous service in the State Civil Service not below the rank of Dy. Collector or equivalent till 31st December of the year immediately before the year for which the meeting of the committee to make selection was held to prepare the Select List on the basis of which the said officers were appointed to IAS (Fractions if any, are to be ignored) i.e 31.12.2013 Total weightage in years in terms of the IAS (Regulation of Seniority) Rules, 1987 as amended from time to time. Year of allotment entitled Name, year of SL and YOA of the officer in PO (Non-SCS), immediately senior to the one whose name is in column no. 02 Year of Allotment assigned

Page 1 of 42.1 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officer whose names has been mentioned at SI. No. 1 of the select list of 2013(Non-SCS) shall be placed below Shri Benudhar Behra, the junior most promotee IAS officer of 2005 batch and above Ms. Roopa Roshan Sahu, the only RR IAS officer of 2006 batch of Odisha cadre.
2.2 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officer whose names have been mentioned at SI. No. 2 of the select list of 2013(Non-SCS) shall be placed below Shri Lagnajit Ray, the junior most promotee IAS officer of 2006 batch and above Shri Arvind Agrawal, the senior most RR IAS officer of 2007 batch of Odisha cadre.
3. The order may be conveyed to the concerned officers.
