ORDER
The Government of Punjab vide their letter no. 05/01/2016-IAS(6)/2572 dated 6.9.2017 have sent a proposal for fixation of seniority of IAS officers appointed on promotion from State Civil Service on the basis of inclusion of their names in the Select Lists of 2014, 2015 and 2016. These officers have been appointed to IAS vide this Department’s Notification No. 14015/18/2017-AIS-(I)-B dated 23.08.2017.
- The Seniority /year of allotment of these officers has been computed under Rule 3(3) (ii) of IAS (Regulation of Seniority), Rules 1987 as amended from time to time. As per relevant rules weightage works out:-

3.1 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officers whose names have been mentioned at SI. No. 1 to 3 in the Select list of 2014 shall be placed below Shri Vinay Bublani, junior most promotee IAS officer of 2008 batch (SCS quota of SL of 2014) and above Shri Varinder Kumar Sharma, senior most RR IAS officer of 2009 batch of Punjab cadre. 3.2 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officers whose names have been mentioned at SI. No. 4 to 8 in the Select list of 2014 shall be placed below Dr. Sumeet Kumar Jarangal, junior most RR IAS officer of 2009 batch and above Shri Kamaldeep S. Sangha, senior most promotee IAS officer of 2009 batch (Non-SCS category) of Punjab cadre. 4. Select List of 2015(Against vacancies arisen between 1.1.2015 to 31.12.2015)

5. Select List of 2016(Against vacancies arisen between 1.1.2016 to 31.12.2016)
5.1 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officers whose names have been mentioned at SI. No. 1 to 4 in the Select list of 2015 shall be placed below Shri Devinder Singh, junior most promotee IAS officer of 2010 batch and above Shri Harish Nayar, senior most promotee IAS officer of 2010 batch (Non-SCS category) of Punjab cadre.
6. The order may be conveyed to the concerned officer.
