ORDER
The Government of Uttar Pradesh vide their letter no. No.77/2-1-2022-29-1(1)/2021 dated 21.01.2022 has sent a proposal for fixation of seniority / assigning the year of allotment to the one officer viz. Shri Ghanshyam Singh appointed to IAS from State Civil Service on the basis of inclusion of his name “Unconditional” in select list of the year 2020.
2. Seniority/year of allotment of IAS officers appointed on the basis of Select List of 2020 has already been fixed vide order of even number dated 28.10.2021. However, the seniority/year of allotment of Shri Ghanshyam Singh could not be fixed alongwith other officers as he was provisionally included in the Select List of 2020 subject to grant of integrity certificate by the State Government. Subsequently, his name was declared “Unconditional” and included in the said Select List by UPSC on receipt of a proposal from the State Government. Consequently, Shri Ghanshyam Singh was appointed to IAS vide this Department’s Notification No.14015/22/2021-AIS (I)-B dated 18.01.2022 and he has been placed between Shri Mahendra Prasad and Shri Gaurav Verma.
3. In view of the above, seniority/year of allotment of Shri Ghanshyam Singh has been considered and computed under Rule 3(3) (ii) of IAS (Regulation of Seniority), Rules 1987, and other relevant Rules as amended from time to time. Weightage formula is as under:-

4.1 As per Rule 4 of IAS (Regulation of Seniority) Rules, 1987, the name of Shri Ghanshyam Singh shall be placed at SI. No. 2A i.e. below Shri Mahendra Prasad (at SI. No.2) and above Shri Gaurav Verma (at SI. No. 3) in the Seniority List for Select List 2020 issued vide this Department’s order No.14014/04/2013-AIS-I dated 28.10.2021.
5. This Department’s Order of even number dated $28^{\text {th }}$ October, 2021 stand modified to the above extent.
