This Office Memorandum addresses the delay in finalizing the panel of eligible officers for promotion from PA to PS grade within the CSSS for the Select List Year 2015. The Ministry of Personnel, Public Grievances and Pensions requested cadre units to submit recommendations for eligible candidates by October 18, 2018, but a majority have not yet responded. A follow-up request is issued, setting a new deadline of November 19, 2018, and warning that non-compliance will be escalated to higher levels within the cadre units. The annexure lists the concerned cadre units to whom this request is addressed, spanning various ministries and departments including Agriculture, Culture, Health, Rural Development, and Science & Technology.

Subject: – Fixation of range of seniority for promotion from PA to PS grade of CSSS-
Select List Year 2015 – regarding.
Reference is invited to this Departments’ O.M. of even number dated 11.09.2018
and 09.10.2018 on the above mentioned subject wherein the requisite information
regarding recommendation of DPC for promotion of eligible PAs to PS Grade of CSSS
on regular basis for the Select List Year-2015 was sought by the Cadre Units of CSSS in
the prescribed proforma by 18.10.2018.
- It is unfortunate that the requisite information has not been received from the
majority of the cadre units (Annexure-I), although almost two months have passed. The
non receipt of this information is delaying the process of finalizing the panel of eligible
officers for appointment to the Grade of PS for SLY 2015. - It is, once again, requested to the concerned cadre units as annexed to furnish the
requisite information immediately, but not later than 19th Nov., 2018 in any case, failing
which the matter may be brought to the notice at the higher levels in the cadre units.
