The Government of West Bengal vide their letter dated $5^{\text {th }}$ December 2012 has sent a proposal for fixation of seniority of Dr. Arabinda Ghosh who has been appointed to IAS vide notification dated 19.1.2012 on the basis of inclusion of his name in the select list of 2011. From the file, it has been observed that The same has been computed under Rule 3(3)(ii) of the IAS (Regulation of Seniority) Rules, 1987 and other relevant rules. The details are in the following table:-

Sl.No. Name of the Officer (S/Shri/Smt) Date from which holding continuous service in a post equivalent to the post of Deputy Collector or a higher post of Deputy Collector or a higher post. Completed year of continuous service in a post equivalent to the post of Deputy Collector or a higher post till 31 December of the previous year for which the meeting of the committee to make selection was held to prepare the Select List on the basis of which the said officers were appointed to IAS (Fractions if any, are to be ignored) i.e on 31.12.2010. Total weightage in years in terms of the IAS
(Regulation of Seniority) Rules, 1987 as amended from time to time.
Year of allotment entitled Name, year of SL and YOA of the officer in PQ (SCS), immediately senior to the one whose name is in column no. 02
1. Dr. Arabinda Ghosh 14.09.1982 28 9 2002 Shri Sekhar Dutta allotted 2002 batch on the basis of corresponding SL of SCS of 2010.

2.1 It has been observed that Shri Anand Mohan Chakraborty was the non SCS officer who was appointed to IAS cadre of West Bengal on the basis of inclusion of his name in the select list of 2009. For the select list year 2010 there was no vacancy in Non SCS category of Promotion quota of IAS. Shri Chakrabarty has been assigned 1999 as his year of Allotment in IAS.2.2 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officer whose name has been mentioned at SI. No. 1 of the select list of 2011 shall be placed below Shri Sekhar Dutta, the junior most promotee IAS officer of 2002 batch of SCS category and above Ms Sripriya Rengarajan, the senior most direct recruit IAS officer of 2001 batch of West Bengal cadre.
3. The order may be conveyed to the concerned officer.
