The Government of Haryana has sent a proposal for fixation of seniority/year of allotment of officers, who were appointed to IAS by Selection from the Select Lists of 2010 vide this Ministry’s notification No. 14015/07/2011-AIS(I)-B dated 18.3.2013 have been considered. The same has been computed under Rule 3(3)(i) of IAS (Regulation of Seniority), Rules 1987 as amended from time to time and is as shown in column no. 8 of the table, which follows:-
SCS: Select List-2010- (Against vacancies arisen between 1.1.2010 to 31.12.2010)

- As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officers whose name have been mentioned at Sl. No. 1 to 5 of the select list of 2010 shall be placed below Ms Renu Phulia, the junior most promotee IAS officer of 2005( on the basis of Select List of 2009A) batch and above Ms. A. Mona Sreenivas, the senior most DR officer of 2006 batch of Haryana cadre.3. Seniority/year of allotment of officers at SI. No. 1 in the Select List of 2010 has been restricted in terms of provision to Rule 3(3)(ii) of IAS (Regulation of Seniority) Rules, 1987.

The Seniority/year of allotment of above officers would be subject to the outcome of the following Court Cases:-
(i) CWP No.5982/2010 filed by Suriender Pal Singh Vs. Union of India & other before the Hon’ble Punjab & Haryana High Court, Chandigarh.
(ii) CWP No.20996/2010 filed by Shamsher Singh Dalal Vs. State of Haryana before the Hon’ble Punjab & Haryana High Court, Chandigarh.
(iii) CWP No.22211/2011 filed by Monika Malik Vs. State of Haryana & Others before the Hon’ble Punjab & Haryana High Court, Chandigarh.
(iv) CWP No.21564/2012 filed by Kulwant Kumar Kalson Vs. State of Haryana & Others before the Hon’ble Punjab & Haryana High Court, Chandigarh.
(v) CWP No.20080/2012 filed by Virender Singh Hooda Vs. State of Haryana & Others before the Hon’ble Punjab & Haryana High Court, Chandigarh.
