This office memorandum details the finalization of the Common Seniority List (CSL) for Upper Division Clerks (UDCs) of the Central Secretariat Clerical Service (CSCS) for the select list years 1987 (partially) to 1992. The list was finalized based on established regulations prioritizing inter-se seniority within cadres and length of service. Corrections to names, dates of birth, and appointments were made based on received representations. The document clarifies that seniority in the UDC grade is determined by the date of joining that grade, not by prior seniority in the Lower Division Clerk (LDC) grade. The finalized CSL is available on the Ministry’s website, and cadre authorities are instructed to use the new CSL number in future correspondence. Annexures containing the CSL for each year (1987-1992) are included.

OFFICE MEMORANDUM
Subject: – Finalization of Common Seniority List (CSL) in the Grade of UDC of CSCS for the
Select List year 1987(part) to 1992- reg.
The undersigned is directed to refer to this Department’s OM of even number dated
15.5.2009 forwarding therewith the provisional CSL of UDCs and to say that the Common
Seniority List of UDCs of CSCS for Select List Year 1987(part) to 1992 has now been finalized in
terms of Rule 11 (3) read with Regulation 2 of Third Schedule of CSCS Rules, 1962 by adopting
the following principle:-
‘Subject to their inter-se seniority in their respective cadres, Departmental
Examinees of UDCs are arranged in order of their merit and UDCs of Seniority Quota appointees
are interpolated with them as laid down in CSCS (Preparation of Common Seniority List)
Regulations, 1971. If there is no Departmental Examinee in a particular cadre, the Seniority
Quota of that cadre are placed at the bottom of the relevant Select List on the basis of their
length of service in UDC grade as laid down in CSCS (Preparation of Common Seniority List)
Regulations, 1971′.
- It is noted that most of the representations relate to corrections regarding names
date of birth and date of their regular appointment as UDCs and the same have been carried
out in the list. On the basis of the information received from cadres, individuals and also re-
verifying the seniority list of the cadres, the order of placement of some of the officials of M/o
Agriculture, Civil Aviation, Home Affairs, Commerce, IP&P and Urban Dev. etc., has been
revised. Further, in order to maintain the inter-se seniority in the cadre, seniority of some
officials has undergone changes as reflected in the CSL. The names of the UDCs (DE/SQ) who
have resigned/expired/transferred/taken VRS/absorbed in other Department/promoted on
regular basis have been deleted from the list. Some representations have been received from
individuals regarding their juniors in Clerks Grade Examination becoming senior to them in the
CSL of UDC. The matter has been examined and it is pointed out that since the grades of UDC
and LDC are de-centralised and their seniority is maintained cadres-wise and the seniority in
the Grade of LDC has no relevance in the Grade of UDC. Seniority in UDC grade is fixed by the
Cadres on the basis of the date of joining in the Grade of UDC and accordingly it is reflected in
the Common Seniority List prepared by the Department of Personnel & Training. Hence, there
is no merit in such representations and the CSL has been drawn up correctly in accordance with
the laid down regulations. Having regard to this, all the representations received in this regard
stand disposed of. Accordingly, Common Seniority List of UDC for the year 1987(part) to 1992
has been finalised to that extent and may be seen on the web site of this Ministry i.e.:-

- Cadres are requested to invariably mention the new revised CSL number in all
further correspondence relating to the UDCs of Select List Year, 1988-1992. All
omissions/corrections received till date have been incorporated.
