This document finalizes the common seniority list (CSL) of Assistant Section Officers (ASO) of CSS for the years 2006-2008, as per Annexure and details seniority rules based on CSS rules, 2009. This document also discusses the impact of the Supreme Court’s decision on merit and reservation in promotions and details the regular appointment date, ministry/department where they are presently working.

Subject: Final common seniority List of Assistants (now Assistant Section Officers) of CSS for the years 2006-2008.
The undersigned is directed to refer to this Department’s O.M. dated 24.10.2013, 15.03.2016, 11.01.2018 and 18.05.2018 regarding Draft CSL of Assistants (now ASO) of CSS for the years 2004-08 and to say that on the basis of information furnished by the cadre units and inputs received from CS.II Division, the Common Seniority List (CSL) of Assistant Section Officers (ASO) of CSS for the years 2006-08 has been finalized as per Annexure.
- In terms of Rule 16 of CSS Rules, 2009, the seniority of all the officers of the Assistant Section Officers’ Grade appointed on the basis of their inclusion in the Select Lists for the years 2006 to 2008 and direct recruits of corresponding periods has been determined as under:
(a) Direct recruits are ranked inter se in the order of merit in which they were placed at the competitive examination, on the basis of which they were recruited, the recruits of an earlier examination being ranked senior to those of a later examination.
(b) Persons appointed regularly to Assistant Section Officers’ Grade from the Select List for the grade for the year are ranked inter se in the order of their seniority as assigned in the Common Seniority List of the Upper Division Clerk Grade prepared under the Central Secretariat Clerical Service (Preparation of Common Seniority List) Regulations, 1971.
(c) The relative seniority of persons appointed from the Select List and direct recruits is in accordance with the clauses (2) & (3) of the Regulation 6 of the CSS (Preparation of Select Lists for the SO and Assistant now Assistant Section Officers’ Grads) Regulations, 2013, except that the ratio is 1:1.3. The CSL 2006-08 would be subject to any further orders which may be passed by Hon’ble Supreme Court on the issue of own merit and reservation in promotion and by any other court in any other pending case.
