The government has released the final common seniority list for Assistant Section Officers of the Central Secretariat Service for the year 2013. The seniority list has been prepared based on the rules of CSS, taking into account direct recruits and those from the select list. The list may be subject to further orders from the Supreme Court regarding reservation in promotion. The document also contains an extensive list of ASOs with their date of birth, category, and current department.

OFFICE MEMORANDUM
Subject: Final Part Common Seniority List (CSL) of Assistant Section Officers’ Grade of Central Secretariat Service for the Year 2013.
The undersigned is directed to refer to this Department’s OM dated 28.09.2022 and 18.11.2022 vide which draft and revised Part Common Seniority List (CSL) of Assistant Section Officers’ (ASO) Grade of Central Secretariat Service (CSS) for the Year 2013 respectively, were issued and to say that on the basis of information furnished by the cadre units, the part Common Seniority List of ASOs of CSS for the year 2013 has been finalized as per Annexure.
- In terms of Rule 16 of CSS Rules, 2009, the seniority of all the officers of the Assistant Section Officer’s Grade appointed on the basis of their inclusion in the Select List for year 2013 and Direct Recruits of corresponding period has been determined as under:-
(a) Seniority list of ASO-DR (Direct Recruit): Direct recruits are ranked inter-se in the order of merit reckoned on the basis of final ranking obtained on the basis of marks obtained by the candidate in such of the mandatory training programme as may be prescribed by the Central Government and the marks obtained in the examination conducted by Staff Selection Commission (SSC) in the ratio of 25:75 respectively. i.e

(b) Seniority List of ASO-SQ (Seniority Quota): Persons appointed regularly to Assistant Section Officer Grade from the Select List (SL) are ranked inter se according to the order in which they are so appointed.
(c) Common Seniority List of ASOs: According to the clauses (2) & (3) of the Regulation 6 of the CSS (Preparation of Select Lists for the SO and Assistant now Assistant Section Officers’ Grade Regulations, 2013), the relative seniority of persons appointed to Assistants’ Grade from the Select List and Direct Recruits shall be determined according to the rotation of persons included in the Select List (SL) and Direct Recruitment (DR) in the ratio 1:3 i.e
