OFFICE MEMORANDUM
Subject:-Filling up the post of Administrative Officer in Grih Kalyan Kendra.
Grih Kalyan Kendra, a society registered under the Societies Registration Act, 1860 and functioning under the aegis of Ministry of Personnel, Public Grievances and Pensions proposes to fill up the vacant post of Administrative Officer in the pay scale of Rs. 930034800 with Grade Pay of Rs. 5400/- on deputation/contract basis from amongst serving and retired Central Govt. Officials can apply for the said post. The terms and conditions, eligibility requirements and application format for the post are given in the annexure, enclosed.
Applications of the officials fulfilling eligibility criteria, duly completed in all respects (through proper channel in case of serving officers) along with a copy of recent passport size photograph, vigilance clearance, complete and up-to-data C.R. Dossier or photocopies of ACRs for the last 5 years duly attested on each page by Gazetted Officer, statement giving details of major and minor penalties imposed on the officer, if any, may be addressed to Shri Rajiv Rai, Joint Secretary (W) and Chief Welfare Officer, Department of Personnel & Training, Room No. 385, Lok Nayak Bhawan, New Delhi-110 003 so as to reach him on or before 17.09.2013. | Salary and Perquisites | (a) (i) The serving officers shall be governed by the orders relating to appointment on deputation issued by the Department of Personnel and Training in their O.M. No. 2/29/91-Estt. (Pay-II) dated 5.1.1994 as amended from time to time. (i) Leave salary and pension contribution will be paid by the Grih Kalyan Kendra. (b) In the case of retired Central Government officers, i) The remunerations would be on the basis of last pay drawn by him on the date of retirement less amount of entitled pension. (ii) Any yearly rise in remuneration could be considered by the Board. (iii) Will be provided Non-STD residential telephone facility/reimbursement of telephone bills upto the limit as prescribed for Government servants at the level. |

| Terms of engagement: | (a) In case of serving officers, the period of Deputation shall not exceed three years. (b) In the case of retired officers, appointment shall be on contract basis initially for a period of two years which could be extended on year to year basis upto maximum of 5 years or 65 years of age whichever is earlier. |

| Power to relax | Where the GKK Board is of the opinion that it is expedient to do so, it may for the reasons to be recorded in writing, relax any of the provisions of these Rules. |

| भर्ती का तरीका : | प्रतिनियुक्ति (अन्यत्र सेवा पर)/संविदा (अ) प्रतिनियुक्ति (अन्यत्र सेवा पर) (क) कैद सरकार के अंतर्गत कार्यरत अधिकारी; (i) नियमित आधार पर अनुभाग अधिकारी के पद पर हो; |
| अथवा सहायक के पद पर हो तथा इस येड में आठ वर्ष की नियमित सेवा की हो। (ii) तथा प्रशासन/स्थापना/लेखा मामलों के क्षेत्र में अनुभव रखता हो, उसे सरकारी नियमों और विनियमों की पर्याप्त जानकारी हो । |

| (ब) संविदा सेवानिवृत अधिकारियों के मामले में, वे कैद सरकार से अनुभाग अधिकारी से रूप में अथवा सहायक के रूप में इस येड में 8 वर्ष की नियमित सेवां सहित सेवानिवृत हुए हों तथा उपर्युक्त योग्यताएं एवं अनुभव रखते हों । |

| वेतन एवं अनुलब्धियां | (क) (i) सेवारत अधिकारी, कार्मिक और प्रशिक्षण विभाग द्वारा समंय-समय पर यथासंशोधित उलके दिनांक 05.01.1994 के कार्यालय जापन 2/29/91-स्था. (वेतन-II) द्वारा प्रतिनियुक्ति पर नियुक्ति के संबंध में जारी आदेशों द्वारा अभिशासित होगें । (ii) अवकाश वेतन एवं पेंशन अंशदान का भुगतान गृह कल्याण केंद्व द्वारा किया जाएगा । (ख) सेवानिवृत केंद्रीय सरकार के अधिकारियों के मामले में (i) पारिश्रमिक का आधार, उसकी सेवानिवृत्ति की तिथि को अंतिम आहरित वेतन से पेंशन की राशि कम कर शेष राशि होगी । (ii) पारिश्रमिक में वार्षिक बढ़ोतरी पर बोर्ड द्वारा विचार किया जा सकता है (iii) उस स्तर पर सरकारी सेवकों के लिए नियत सीमा तक गैर एसटीडी आवासीय टेलिफोन सुविधा/टेलिफोन बिल की प्रतिपूर्ति की जाएगी । (क) सेवारत अधिकारियों के मामले में प्रतिनियुक्ति की अद्वित्त 3 वर्ष से अधिक नहीं होगी । (ख) सेवानिवृत अधिकारियों के मामले में, संविदा आधार पर नियुक्ति प्रारम्भ में 2 वर्ष के लिए होगी जिसे वर्ष दर वर्ष आधार पर अधिकतम 5 वर्ष या 65 वर्ष, जो भी पहले हो, तक बढ़ाया जा सकेगा। |

| छूट देने की शक्ति :- | जहां गृह कल्याण केंद्व (जीकेके) की राय में ऐसा करना आवश्यक हो, वहां वह इन नियमों के प्रावधानों में छूट देगा जिसके कारणों को लिखित रूप में रिकॉर्ड किया जाएगा । |
सभी तरह से विधिवत भरे गए आवेदन (सेवारत अधिकारियों के मामले में उचित माध्यम से) हाल ही के पासपोर्ट आकार के फोटोग्राफ, सतर्कता अनापत्ति, प्रत्येक पृष्ठ पर राजपत्रित अधिकारी द्वारा विधिवत सत्यापित पिछले 5 वर्ष की एसीआर की छायाप्रतियों का अदर्यतित एवं पूर्ण सीआर डोजियर, अधिकारी पर अधिग्रेपित मुख्य/लघु शास्त्रियों के ब्योरे सहित इस विज्ञापन के 45 दिनों के भीतर श्री राजीव राय, संयुक्त सचिव (डब्ल्यू) एवं मुख्य कल्याण अधिकारी, कार्मिक और प्रशिक्षण विभाग, कमरा न. 385, लोक नायक भवन, नई दिल्ली-110003 को भेजे जाएं । अंतिम तिथि के बाद या एसीआर या एसीआर की सत्यापित छायाप्रतियों के बिना प्राप्त या अन्यथा अपूर्ण पाए गए आवेदनों पर विचार नहीं किया जाएगा ।
