An important announcement has been made concerning the 4th cadre restructuring exercise for the Central Secretariat Service (CSS). All government ministries and departments are now required to submit their proposals for additional post requirements by an extended deadline of December 16, 2022. This initiative is crucial for optimizing personnel structures across the government.
For proposals where departments are seeking post creation and are awaiting a ‘no-objection’ from the Department of Personnel and Training (DoPT), a single, consolidated new proposal that includes all prior submissions should be presented.
Moreover, for instances where posts have already received approval from the Department of Expenditure but are pending formal integration into the CSS, ministries must re-evaluate their requests. These specific proposals must align with core principles for encadrement: the post’s pay scale and grade must be comparable to an existing CSS grade, the position must be vacant without an incumbent, and any current recruitment rules for the post will need to be nullified. This systematic approach aims to ensure a consistent and equitable process for all personnel adjustments within the CSS framework.

Sub: $4^{\text {th }}$ Cadre Restructuring of the CSS – Inviting proposals from the Ministries/ Departments – regarding.
The undersigned is directed to refer to this Department’s O.M. No. 19/02/2022-CS.I(P) dated $11^{\text {th }}$ November 2022 on the subject mentioned above and to say that the Competent Authority has extended the date for sending the proposals on the additional requirement of posts for consideration under the $4^{\text {th }}$ cadre restructuring exercise of the CSS to this Department to $16^{\text {th }}$ December, 2022. Hence, all the Ministries/Departments are requested to furnish their proposals in this regard by this date through email to gd.toppo@nic.in and cc to sn.swain@nic.in and akash.mittal@gov.in.
2. Further, it is also mentioned that the following cadre units (but not limited to) of CSS had earlier sent their proposals on creation/ encadrement of posts in CSS which are under examination in this Department:

| | xv. Women \& Child Development |3. This Department is now receiving reminders from the aforementioned Cadre Units of CSS on their proposals for the encadrement/ creation of posts. Since the $4^{\text {th }}$ cadre restructuring exercise of the CSS has already begun, all the aforementioned Cadre Units (but not limited to) of CSS are advised to consider the following, before sending the proposal for consideration under the $4^{\text {th }}$ cadre restructuring of the CSS:
i. Proposals where no objection for creation of the posts has been sought from this Department:
All the cadre units are requested to include all their earlier proposals awaiting no-objection from DoPT in the proposal to be sent to DoPT for the $4^{\text {th }}$ cadre restructuring of the CSS. In other words, a consolidated fresh proposal of additional requirement of posts may be sent to DoPT for consideration.
ii. Proposals where posts have already been created with the approval of DoE and encadrement into CSS is pending:
All the cadre units are requested to re-assess their earlier proposals and if required, may send a separate proposal to DoPT for the $4^{\text {th }}$ cadre restructuring of the CSS, ensuring that such proposals (where posts are already created) follows the general principles of encadrement, as stated below:
a. The post should be analogous i.e. same pay band and same grade pay, to the corresponding grade of CSS into which to be encadred;
b. Post should be vacant i.e. no incumbent should be holding the post;
c. $R R$, if any, in respect of the post will have to be annulled.
