The Department of Personnel & Training has issued instructions extending the deadline for holding elections for Resident Welfare Associations (RWAs) until August 30th, 2021, due to the ongoing Covid-19 situation. This extension applies to RWAs recognized by the Department. The deadline for collecting annual subscriptions via digital mode has also been extended to July 31st, 2021, acknowledging difficulties faced by some RWAs during Covid-19 restrictions. Area Welfare Officers are instructed to ensure membership eligibility for those who were eligible as of March 31st, 2021, and willing to pay the fee. No further extensions will be granted beyond August 30th, and elections must adhere to Covid-19 guidelines.

Subject: Holding election of the Managing/Executive Committee of the RWAs for the block year 2021-2022 and 2022-2023- instructions regarding.
Sir/Madam,
I am directed to refer to this Department’s letter of even number dated 23.03.2021 and 12.04.2021 on the above mentioned subject and to say that some representations have been received from Resident Welfare Associations requesting for extending the date of holding elections of the RWAs keeping in view the spread of Covid-19 epidemic.
- It has been observed that number of Covid-19 patients and positivity rate has declined considerably and the overall situation has improved. However, keeping in view of current situation due to Covid-19, it has been decided to extend the date of holding election of the Residents Welfare Associations recognized by DOPT till 30.08.2021 or till further order whichever is earlier. The existing Managing Committees and ad-hoc Managing Committees may continue till 30.08.2021, as a special case.
- Some RWAs have informed that they could not collect annual subscription due to Covid-19 restrictions. In this conncetion it may be recalled that this Department has advised to collect annual subscription through digital mode. It appears that RWAs have not taken any step in this regard and informed that they could not collect subscription due to restrictions of Covid-19. It is reiterated that annual subscription be collect through digital mode. The date of collection of annual subscription is extended up to 31.07.2021.
- Further, all the Area Welfare Officers are directed to ensure that no person, who was eligible to become a member till 31.03 .2021 and also willing to pay the prescribed fee, shall be denied membership.
- It may be noted that no extension of time for holding elections after 30th August, 2021 shall be granted. The elections shall be held within the stipulated time period by following the Covid-19 guidelines issued by the Central Governemt/State Government from time to time.
- This issues with the approval of Chief Welfare Officer.
