OFFICE MEMORANDUM
Subject: Adhoc promotion of Assistants in SO’s grade – Extension thereof.
The undersigned is directed to refer to this Department’s OM No. 7/4/2006-CS.I dated 01.02 .2007 on the captioned subject, wherein Cadre Authorities were allowed to promote on adhoc basis, Assistants of Select List 1992 (General), upto SL 1993 (SC) and upto SL-1995 (ST) in the grade of Section Officers to the extent of vacant posts available in the cadre for a period upto 30.06.2007.

In view of delay in finalizing SL (SQ) for regular promotion, it has now been decided to extend the period of adhoc promotion in SO’s grade of Assistants of SL years 1989, 1990, 1991, 1992 of General Category, Assistants upto SL 1993 of SC category and Assistants’ upto SL 1995 of ST category, who are already officiating as Section Officers, upto 31.12 .07 or till regular Section Officers are made available, whichever is earlier.
3. Further, Cadre Authorities may fill up posts falling vacant due to retirement or death or resignation etc. during the period from 1.7 .07 to 31.12 .07 by promoting eligible Assistants of SL upto 1992 (General), upto SL 1993 (SC) and upto SL 1995 (ST) on adhoc basis, subject to following conditions:
$>$ The period of adhoc promotion would be upto 31.12 .2007 or till the regular Section Officers are made available, whichever is earlier.
$>$ The adhoc appointment shall not confer on the appointees any right to continue in the grade indefinitely or for inclusion in the Select List of Section Officers for regular appointment or to claim seniority in the Section Officers grade of CSS.
$>$ Adhoc appointment would continue till regular candidates in Section Officers Grade are available either through Seniority quota or Limited department Competitive Examination (LDCE). In the event of the adhoc appointees notqualifying for regular appointment in either of these two categories, they will be reverted to the Assistants’ Grade on availability of such regular officers from the date they (regular Section Officers) join duty in their respective cadre allotted to them by this Department.
- The effective date of adhoc promotion in respect of those found fit and clear from vigilance angle would be the date from which the officer concerned joins duty in Section Officers’ grade in his own cadre.
- If any of the Officers, eligible for promotion in Section Officer grade on adhoc basis is presently on deputation, he/she may be given option to revert within one month to avail of the promotion on adhoc basis.
- It is requested that urgent action may please be taken to appoint and promote eligible Assistants and a copy of the appointment order may be endorsed to this Department.
- The interim Order of the Hon’ble Delhi High Court in CWP No. 15985/2006 has restricted adhoc promotion to SOs’ Grade within the cadre. As such, some cadres may not be in able to promote the eligible Assistants upto the zones specified in para 2 \& 3 above, within the cadre due to non-availability of vacancies. Concerned cadre Authorities are therefore, requested to intimate the number of such Assistants, who could not be promoted on adhoc basis within the cadre due to non-availability of vacancies urgently for further action.
