Extension of Ad-hoc Promotion of Assistants to Section Officer Grade

This Office Memorandum details the extension of ad-hoc promotions for Assistants in the Central Secretariat Service (CSS) to the grade of Section Officers. Initially allowed up to December 31, 2007, the period is now extended to June 30, 2008, or until regular Section Officers become available. The memorandum outlines eligibility criteria based on Select Lists from 1989-1996 for General, SC, and ST categories. It clarifies that ad-hoc appointments do not guarantee indefinite continuation or seniority, and appointees will revert to their Assistant grade upon the availability of regular Section Officers. OFFICE MEMORANDUM

Sub: Promotion of Assistant in the grade of Section Officer of Central Secretariat Service (CSS) on ad- hoc basis – Extension thereof.

The undersigned is directed to refer to this Department’s OM No. 7/16/2007-CS.I dated $18^{\text {th }}$ September, 2007 on the captioned subject, wherein cadre authorities were allowed to promote on ad-hoc basis, Assistants of Select List 1993 (General), upto SL 1994 (SC) and SL 1996 (ST) to the grade of Section Officers to the extent of vacant posts available in the cadre for period upto 31.12.2007.
2. In view of delay in finalizing SL (SQ) for regular promotion, it has now been decided to extend the period of ad-hoc promotion in SO’s grade of Assistants of SL years 1989, 1990, 1991, 1992, 1993 of General Category, Assistants upto SL 1994 of SC category and Assistants’ upto SL 1996 of ST category, who are already officiating as Section Officers, upto 30.06.2008 or till regular Section Officers are made available, whichever is earlier.
3. Further, Cadre Authorities may fill up posts falling vacant due to retirement, death or resignation, deputation, training etc. during the period from 01.01.2008 to 30.06 .2008 by promoting eligible Assistants of SL upto 1993 (General), upto SL 1994 (SC) and upto SL 1996 (ST) on ad-hoc basis, subject to following conditions:
$>$ The period of ad-hoc promotion would be upto 30.06 .2008 or till the regular Section Officers are made available, whichever is earlier.
$>$ The ad-hoc appointment shall not confer on the appointees any right to continue in the grade indefinitely or for inclusion in the Select List of Section Officers for regular appointment or to claim seniority in the Section Officers grade of CSS.
$>$ Ad-hoc appointment would continue till regular candidates in Section Officers Grade are available either through Seniority quota or Limited department Competitive Examination (LDCE). In the event of the adhoc appointees not qualifying for regular appointment in either of these two categories, they will be reverted to the Assistants’ Grade on availability of such regular officers from the date they (regular Section Officers) join duty in their respective cadre allotted to them by this Department.The effective date of ad-hoc promotion in respect of those found fit and clear from vigilance angle would be the date from which the officer concerned joins duty in Section Officers’ grade in his own cadre.

  1. If any of the Officers, eligible for promotion in Section Officer grade on ad-hoc basis is presently on deputation, he/she may be given option to revert within one month to avail of the promotion on ad-hoc basis.

  2. It is requested that urgent action may please be taken to appoint and promote eligible Assistants and a copy of the appointment order may be endorsed to this Department.
