CIRCULAR

Subject: Engagement of Consultants in the Department of Health and Family Welfare on contract basis.

Department of Health and Family Welfare invites applications from retired government servants for engagement as Consultant on contract basis. The consultant will be posted in Health Department Canteen. Detailed terms and conditions of engagement of consultant are annexed. The eligibility criteria and other details are as follow:

Annexure-II

Terms and Conditions for engagement of Consultant in State Division in of the Ministry of Health & Family Welfare.

1. The Consultant shall perform the services as assigned by the controlling officer.

2. The normal working hours would be from 9.00 am to 5.30 pm with lunch break of 30 minutes from 1.00 p.m. to 1.30 p.m. from Monday to Friday.

3. The consultant shall be entitled to 8 days of Casual Leave during a period of one year of engagement to be availed with prior permission.

4. In special circumstances, the consultant could be called for services on holidays or beyond normal working hours.

5. The contractual appointment is for a maximum period of one year, extendable as per requirement, in Ministry of Health & Family Welfare.

6. The consultant shall be paid a consolidated remuneration as per the formula of last pay drawn minus pension subject to IDS etc. The remuneration for the services rendered in a month shall be payable in subsequent month. No other allowances shall be permissible to him except IA DA on official tours. IA DA entitlement shall be the same as what was entitled to him at the time of retirement from the service.

7. Ministry of Health & Family Welfare shall have the right to examine, review the services provided by him.

8. He shall perform his obligations with all necessary skills, diligence, efficiency and economy.

9. No medical facility shall be provided to him by the Ministry of Health and Family Welfare. The remuneration is deemed to include an element to cover the cost of medical cover, if any.

10. The Ministry shall not be responsible for any loss, accident, damages, injury suffered by him, whatsoever arising in or out of the execution of his work, including travel.

11. During the terms of service, he shall not engage in any private business of professional activity which could conflict with the interest of the Government.

12. He shall treat all official information as confidential and use the same only for the purpose of the performance of the services.

13. The service can be terminated by either side by giving one month’s notice.

स्वास्थ्य एवं परिवार कल्याण विभाग संविदा आधार पर परामर्शदाता के रूप में नियुक्ति हेतु मैवानिवृत्त सरकारी कर्मचारियों से आवेदन आमंत्रित करता है। परामर्शदाता की तैनाती स्वास्थ्य विभाग कैंटीन में होगी। परामर्शदाता की नियुक्ति से संबंधित विस्तृत नियम व शर्तें संलग्न हैं। योग्यता-मानदंड व अन्य विवरण निम्न प्रकार से हैं:

स्वास्थ्य एवं परिवार कल्याण मंत्रालय में परामर्शदाता की नियुक्ति हेतु नियम व शर्तें:-

1 परामर्शदाता को नियंत्रण अधिकारी दवारा सौंपे जाने वाले कार्यो को करना होगा।
2 सामान्य कार्यालयी घंटे सोमवार से शुक्रवार तक प्रातः 9.00 बजे से सायं 5.30 बजे तक होगें जिसमे अपराह्न 1.00 बजे से 1.30 बजे तक 30 मिनट का लच ब्रेक होगा।
3 परामर्शदाता एक वर्ष की नियुक्ति अवधि के दौरान 8 दिनों के आकस्मिक अवकाश का हकदार होगा जिसके लिए पूर्व अनुमति लेनी होगी।
4 विशेष परिस्थितियों में, परामर्शदात को छुट्टियों में कायें के लिए बुलाया जा सकता है या सामान्य कार्यालयी घंटों से अधिक समय के लिए रोका जा सकता है।
5 संविदात्मक नियुक्ति अधिकतम एक वर्ष के लिए है जिसे स्वास्थ्य एवं परिवार कल्याण मंत्रालय की आवश्यकतानुसार बढ़ाया जा सकता है।
6. परामर्शदाता को समेकित पारिश्रमिक का भुगतान टीडीएस आदि के अधीन पैशन को घटाकर अंतिम लिए गए वेतन के फार्मूले के अनुसार किया जाएगा। माह में किए जाने वाले कार्य के पारिश्रमिक का भुगतान अगले माह में किया जाएगा। कार्यालयी दौरे करने पर टीए/डीए को छोड़कर अन्य कोई भत्ता देय नही होगा। टीए/डीए पात्रता वही होगी जिसके लिए वे सेवानिवृत्त होते समय पात्र थे।
7 स्वास्थ्य एवं परिवार कल्याण मंत्रालय के पास परामर्शदाता की सेवाओं की जाचासमीक्षा करने का अधिकार होगा।
8 वह अपने टायित्वों को पूरे कौशल, परिश्रम, क्षमता व किफायत के साथ करेंगे।
9 स्वास्थ्य एवं परिवार कल्याण मंत्रालय दवारा उन्हें कोई भी चिकित्सा सुविधा प्रदान नही की जाएगी। पारिश्रमिक में चिकित्सा संबंधी लागत को कवर किया माना जाता है याद कोई हो।
10.मंत्रालय यात्रा सहित उन्हें कार्य करते समय या उसके अलावा होने वाली किसी भी हानि, दुघेटना, नुकसान/क्षति के लिए उत्तरदायी नही होगा।
11 सेवाकाल के दौरान, वो किसी भी व्यावसायिक के कार्यकलाप के निजी हयापार में शामिल नही होगें जो सरकार से हित का टकराव पैदा करें।
12 वह सभी सरकारी जानकारी को गोपनीय रखेंगे और उपर्युक्त का उपयोग केवल कार्यो को पूरा करने के उद्देश्य हेतु ही करेंगे।
13 सेवा को किसी भी पक्ष दवारा एक माह के नोटिस दिए जाने के दवारा समाप्त किया जा सकता है।
