OFFICE MEMORANDUM
Subject : Encadrement of ex-cadre posts under control of various Ministries/Departments in the appropriate grades of CSS.
The undersigned is directed to state that there are a number of ex-cadre posts under the direct control of Ministries/Departments as well as under their attached/ subordinate offices. These ex-cadre posts have their own Recruitment Rules. Ex-cadre posts of and above the level of Under Secretary of CSS are required to be filled in consultation with the Union Public Service Commission. As and when vacancy arises in these posts, the concerned Ministry/Department has to advertise the vacancy in the newspapers, inviting applications from the suitable candidates. In this way, it becomes very timeconsuming as well as costly affairs and the posts remain vacant for a long period for want of Selection Procedure is completed. Sometimes, these posts are advertised more than once due to non-response from suitable candidates.
- There has been much stagnation in each and every grade of the Central Secretariat Service. The magnitude of the stagnation in various grades of CSS, could be reduced to an extent by encadrement of the ex-cadre posts, under the control of Ministries/Departments in the appropriate grade of the CSS. This will not only ease stagnation in various grades of CSS but also facilitate timely filling up of these posts without any expenditure
- In view of the above, it is requested that all Ministries/Department may kindly examine with regard to all ex-cadre posts under their control as well as under the control of their attached and subordinate offices to encadre these posts in the appropriate grade of the CSS. A proposal to this effect may be sent to this Department for further necessary action.
