The Department of Personnel & Training has issued a modification regarding the empanelment of IAS officers for Joint Secretary positions within the Government of India. Previously, officers from the 2007 batch onwards needed at least two years of experience at the Deputy Secretary/Director level under the Central Staffing Scheme. This requirement has now been updated. For IAS officers from the 2010 batch onwards, the Central deputation experience of at least two years at the Under Secretary, Deputy Secretary, Director, or equivalent level is now mandatory for empanelment at the Joint Secretary level in the Centre. This directive has been communicated to State Governments, the Prime Minister’s Office, the Cabinet Secretariat, and other relevant departments.

OFFICE MEMORANDUM
Subject: Empanelment of IAS officers for holding the posts of Joint Secretary or equivalent in the Government of India – regarding.
The undersigned is directed to refer to this Department’s O.M. No. 32/29/2020-EO(MMII) dated 18.06.2020 wherein the Appointments Committee of the Cabinet (ACC) has directed that not less than two years’ experience at Deputy Secretary/Director level under the Central Staffing Scheme shall be mandatory for empanelment at Joint Secretary level at the Centre in respect of IAS officers from 2007 batch onwards.
2. In partial modification of the earlier directives conveyed vide above referred OM dated 18.6.2020, the ACC has now directed that the Central deputation experience of not less than two years at Under Secretary/Deputy Secretary/Director or equivalent level shall be mandatory for empanelment at Joint Secretary level at the Centre in respect of IAS officers from 2010 batch onwards.
