OFFICE MEMORANDUM
Subject: Draft inter se seniority of direct recruit Assistant Section Officers of recruitment year 2010.
The undersigned is directed to refer to this Department’s O.M. of even number dated 11.02.2016 and to say that the Rule 16 of CSS Rules, 2016 provides as under:-
“Direct recruits shall be ranked inter-se in the order of merit reckoned on the basis of final ranking obtained on the basis of marks obtained by the candidate in such of the mandatory training programme as may be prescribed by the Central Government and the marks obtained in the examination conducted by Staff Selection Commission in the ratio of 25:75 respectively, the recruits of an earlier examination being ranked senior to those of a later examination”
2. This Department vide O.M. of even number dated 11.02.2016 had circulated a list of DR ASOs of 2010 batch alongwith marks obtained by them in CGLE, 2010 and mandatory training conducted by ISTM for determination of inter se seniority seeking comments/objections, if any, from the officers concerned. Ministries/ Departments of CSS were also requested to confirm the details of these officers.
3. Based on the comments/objections received thereafter, a draft inter se seniority list has been determined. The details of all the candidates recommended alongwith the marks obtained by them in CGLE, 2010 and mandatory training conducted by ISTM have been compiled and weightage given to the marks in terms of Rule 16 of CSS and has been worked out which is indicated at Annexure attached to this O.M.
4. All the officers concerned are requested to check the given details in the Annexure attached to this O.M.
5. All Ministries/Departments concerned are also requested to obtain a certificate from the candidate that he/she has checked the details given in the Annexure and found to be correct. If details of some DR ASOs are incorrect then they need not give certificate but to approach this Department through their cadre units. There is no need to forward their certificates to this Department by the Ministries/Departments. Ministries/Departments may only inform that they have obtained the certificates from these DR ASOs to the extent and to confirm other details particularly their names, date of birth, category, and date of joining etc. to this Department by 07th July, 2017. The relevant data in the web based cadre management system may also be updated.
6. All the officers concerned are also requested to bring any omission or error or objections, if any, to the notice of this Department by 07th July, 2017 through their cadre units.
