OFFICE MEMORANDUM
Subject: Deployment of 37 Senior Secretariat Assistant (SSA) and 33 Junior Secretariat Assistant (JSA) of the Central Secretariat Clerical Service (CSCS) at the disposal of the Election Commission of India in connection with General Election to Lok Sabha 2019.
The undersigned is directed to refer to O.M. of even no. dated 6th December, 2018 on the subject mentioned above and to say that the cadres under CSCS as listed in the Annexure are required to relieve the requisite number of Senior Secretariat Assistants and Junior Secretariat Assistants with the direction to report to the Election Commission of India, Nirvachan Sadan, New Delhi immediately, under intimation to this Department.
- It is clarified that this deployment of SSAs & JSAs to the Election Commission of India is in addition to the manpower that may be requisitioned by Chief Electoral Officer/Returning Officers, Delhi.

| The undersigned is directed to say that Election Commission of India requires the services of 37 Senior Secretariat Assistant and 33 Junior Secretariat Assistant, as additional staff on short term loan basis to manage the General Election to Lok Sabha 2019. | |
| 2. | The period of deployment of Senior Secretariat Assistants and Junior Secretariat Assistants with the Election Commission would be from 15th December, 2018 to 1st June, 2019. |
| 3. | As per Article 324(6) of the Constitutional, “……The President, or the Governor of a State, shall, when so requested by the Election Commission, make available to the Election Commission or to regional Commissioner such staff as may be necessary for the discharge of the functions conferred on the Election Commission….” |
| 4. | In pursuance of the above Constitutional mandate, the Department of Personnel and Training, the cadre controlling authority in respect of Senior Secretariat Assistants (SSA) and Junior Secretariat Assistants (JSA) of Central Secretariat Clerical Service, hereby orders deployment of 37 Senior Secretariat Assistant and 33 Junior Secretariat Assistant belonging to the Central Secretariat Clerical Service to the Election Commission of India, as per Annexure, from the cadre of CSCS including their subunits. |
| 5. | The cadres under CSCS as listed in the Annexure are required to relieve the requisite number of Senior Secretariat Assistants and Junior Secretariat Assistants with the direction to report to the Election Commission of India, Nirvachan Sadan, New Delhi latest by 15th December, 2018, under intimation to this Department. |
