However, after careful consideration, the committee determined that the grounds presented in his representation were not aligned with the established reorganization guidelines for personnel allocation. Consequently, the recommendation to reject his request for re-allocation to Uttar Pradesh was accepted by the Government of India, affirming his original placement in the successor State of Uttarakhand. This underscores the importance of adhering to specific guidelines in inter-state personnel assignments.

Subject: Compliance of the directions of the High Court of Allahabad, Lucknow Bench dated 19.11.2009 in W.P. No.49431/2005- Decision on the representation of Shri Dadhi Ram, Jail Supdt. – regarding
Sir,
I am directed to refer to the directions dated 19.11.2009 of the Hon’ble High Court of Judicature at Allahabad and to say that the representation of Shri Dadhi Ram, Jail Supdt. Jail Department was considered by the Committee headed by Joint Secretary(AT\&A), DoPT in its meeting held on 9.7.2010. The following grounds were given in the representation :
(1) seniority has not yet been decided,
(2) juniority on batch wise pro-rata basis has not been followed,
(3) reservation policy has not been followed.
(4) He is domicile of UP
(5) Mother is suffering from Gathia and old age

The Committee found that the earlier allocation was done as per the recommendation of the State Advisory Committee as per the guidelines. Grounds brought out above as mentioned by him in his representation submitted in compliance of the Hon’ble Court’s directions are not covered under the guidelines of reorganization. The Committee therefore, recommended to reject his representation for revision of allocation to Uttar Pradesh.

The Government of India has accepted the recommendations of the Committee and accordingly Shri Dadhi Ram, Jail Supdt. Jail Department continues to be allocated to the successor State of Uttarakhand. Official concerned may kindly be apprised of the position.
