This document conveys a decision regarding the representation of Sh. Rohitas Jangapangi, an Executive Engineer with UP Power Corporation Ltd., for re-allocation under the SC/ST Policy. The Advisory Committee reviewed the request, which was initially made in 2008 and clarified in 2010. However, the committee noted that matters concerning the re-allocation or allocation of employees of corporations, especially those who are not part of a state cadre, fall outside the purview of the Advisory Committee. Consequently, the committee recommended rejecting the case. The Government of India has accepted this recommendation. Therefore, the state governments of Uttar Pradesh and Uttarakhand are requested to dispose of the representation in line with the Advisory Committee’s recommendation, as the Central Government does not have jurisdiction over this matter.

Sir,
I am directed to refer to the above mentioned subject and to say that the request of Sh. Rohitas Jangapangi, Executive Engineer, UP Power Corporation Ltd. for re-allocation under the guidelines of SC/ST Policy was considered during the Advisory Committee’s meeting held on 18.07.2014 at its agenda serial No. 7(24).
2. The Committee was informed that Sh. Rohitas Jangapangi an employee of UP Power Corporation Ltd. had requested for reallocation under SC/ST Policy dated 28/29.07.2008 and clarification dated 24.06.2010. The Committee was further informed that matter relating to reallocation/allocation of an employee of any corporation (Non-state Cadre) does not fall under the purview of the Advisory Committee and Sh. Rohitas Jangapangi belongs to UP Power Corporation Ltd.
3. The recommendations of the Committee are as under:
Reconsideration of allocation under SC / ST guidelines
“The Committee considered 39 representations received from the SC / ST employees requesting for allocation under guidelines for allocation of SC / ST employees. Case at Sr. No. 7(20) to 7(23) $\qquad$ Case at Sr. No. 7(24) was recommended for rejection on the ground that allocation of employees of Corporations does not fall under the purview of Advisory Committee.”
4. The Govt. of India has accepted the above mentioned recommendations of Advisory Committee.
5. Since, the allocation matter of the Non-State Cadre employee does not fall under the purview of the Central Government, it is requested to dispose the representation as per the recommendation of Advisory Committee mentioned para 3 above.6. The officer concerned may be intimated accordingly.
