However, an advisory committee, after thorough deliberation, concluded that these points did not align with the established guidelines governing personnel reorganisation between the states. As a result, the government has accepted the committee’s recommendation, reaffirming the original allocation to the successor state. This decision highlights the government’s commitment to upholding reorganisation policies in personnel management.

Sub.:- Compliance of directions dated 18-9-2009 of Allahabad High Court, Lucknow Bench in Writ Petition No.3896/05 – Decision in the representation of Shri Amarjeet Singh, Deputy Jailor regarding.
Sir,
I am directed to refer to the order dated 18-9-2009 of the Hon’ble Allahabad High Court, Lucknow Bench vide which State Advisory Committee was directed to consider the representation of Shri Amarjeet Singh, Deputy Jailor and to say that accordingly the representation of Shri Singh was considered by the Advisory Committee headed by Joint Secretary (SR) in the meeting held on 01-12-2010. Shri Amarjeet Singh has mentioned the following reasons in his representation:-
i) He was appointed as an OBC.
ii) He is a domicile of Bulandsahar, U.P.
iii) He was given only 3 days to represent against Tentative Final Allocation List (TFAL).
iv) In his representation against TFAL he has mentioned that he is being sent wrongly.
2. Since the reasons mentioned by Shri Singh, as brought out above, are not covered under the guidelines on Reorganisation, the Committee recommended for rejection of his representation for revision of allocation from the State of Uttarakhand to the State of U.P.
3. Government of India has accepted the recommendations of the Committee since these are based on the guidelines on Reorganisation and accordingly the allocation of Shri Amarjeet Singh, Deputy Jailor remains unchanged and he continues to be allocated to the successor State of Uttarakhand. The officials concerned may kindly be apprised of the position.
