A long-standing dispute concerning the allocation of ten Animal Husbandry Pharmacists, including Shri Vinod Kumar, has finally been resolved by the Government of India. These pharmacists had initially sought allocation to Uttar Pradesh, asserting they did not belong to the ‘Hill Sub-Cadre’. This claim was based on a letter issued by the Government of U.P. in 2009. However, an Advisory Committee, after careful deliberation, determined that the 2009 letter was erroneously issued and that the ‘Hill Sub-Cadre’ for pharmacists was indeed established in 1992. Consequently, the Committee recommended rejecting the pharmacists’ representation and directing the Animal Husbandry Department to retract the incorrect 2009 letter. Upholding these recommendations, the Government of India has decided that all ten Veterinary Pharmacists—Shri Vinod Kumar, Masqur Ahmad, Jagbir Singh, Vikas Chouhan, Jahirul Hasan, Devendra Kumar, Vipin Kumar, Rajneesh Kumar, Dharmendra Singh, and Yatindra Kumar Nagar—will continue to be allocated to the successor state of Uttarakhand. This decision brings clarity to their service allocation.

Sub.:- Consideration of representations of Shri Vinod Kumar and other Pharmacists of Animal Husbandry Department in the meeting of the Advisory Committee held on 15-06-2011. Sir,
I am directed to refer to the joint representation of Shri Vinod Kumar and 9 other Pharmacists of Animal Husbandry Department which was received through Shri Harish Rawat, Hon’ble Minister of State for Labour and Employment, Government of India vide which they had requested for allocation to Uttar Pradesh on the ground that Government of U.P. has confirmed that they do not belong to Hill Sub-Cadre.
2. The representation was considered by the Advisory Committee in its meeting held on 15-06-2011. During the meeting, the Committee was informed by the Departmental representative that the Hill Sub-Cadre was duly constituted in the Pharmacists Cadre in 1992. The Committee, however, noted that a letter dated 25-08-2009 contrasting these claims was issued by Dr. Ashok Kumar Verma, Special Secretary, Government of U.P. The Department clarified that the letter was issued erroneously. In view of the position, the Committee directed Animal Husbandry Department to withdraw letter dated 25-08-2009 and recommended rejection of the joint representation :ubmitted by Shri Vinod Kumar and others.
3. The Government of India has considered the recommendations of the Committee in the light of the position brought out above and has decided to accept the same. Accordingly, S/Shri Vinod Kumar, Masqur Ahmad, Jagbir Singh, Vikas Chouhan, Jahirul Hasan, Devendra Kumar, Vipin Kumar, Rajneesh Kumar, Dharmendra Singh and Yatindra Kumar Nagar, all Veterinary Pharmacists, shall continue to be allocated to the successor State of Uttarakhand.4. The concerned officials may kindly be apprised of the position.
