Subject: CSSS – Appointment to the post of Steno Grade ‘D’ (Rs.4000-6000) on compassionate grounds – clarifications regarding.
The undersigned is directed to say that as per the instructions contained in DOPT O.M.No. 14014/6/94-Estt. (D) dated 9.10.98, a dependent family member of a Government Servant who dies while in service or is retired on medical grounds can be appointed on compassionate grounds against a group ‘C’ or group ‘D’ post in Government of India. Though such a provision existed as Rule 12A in CSCS Rules, 1962 for appointment against the post of LDC, no such provision was earlier available in CSSS Rules, 1969 for appointment to the post of Steno Grade ‘D’.
- A similar provision for appointment on compassionate grounds to the post of Steno Grade ‘D’, which is also a Group ‘C’ post, has since been made in the CSSS Rules, 1969 vide this Department’s Notification of even number dated 16.9.2000 (copy enclosed for ready reference). Consequently appointment on compassionate grounds can now be made to the post of Steno Grade ‘D’ in CSSS.
- All the cadre authorities participating in CSSS are advised to comply with the following instructions while processing the cases for appointment to the post of Steno Grade ‘D’ on compassionate grounds:-
(i) The appointment on compassionate grounds shall be made only on regular basis strictly in accordance with the instructions contained in DoPT O.M. dated 9.10.98 referred to above.
(ii) The dependent family member of a Government servant who applies for appointment to the post of Steno Grade ‘D’ on compassionate grounds in the prescribed proforma shall also be required to appear and qualify in one of the bi-monthly Steno Grade ‘D’ examinations being conducted by Staff Selection Commission. Examination of skill test in such cases will be of qualifying nature only.
(iii) The cadres will send the application of such person to SSC with full details in the proforma required for appearing in bi-monthly examinations. SSC has agreed to allow such persons to appear in bi-monthly examinations, vide its letter No. 4/11/2001-P&P.II dated 29.10.2001.
(iv) SSC will intimate the result to cadre authorities directly in such cases.
(v) The person who fails to qualify in bi-monthly examination shall not be considered for appointment to the post of Steno Grade ‘D’ in CSSS.
