This Office Memorandum details revisions to the eligibility criteria (years of service) for various training programs under the CSS (Central Secretariat Service) cadre training plan. The changes modify previous guidelines from 2006 and 2010, specifying the minimum approved service required for each level of training – from Upper Division Clerks (Level ‘A’) to Deputy Secretaries (Level ‘F’). It clarifies that these changes apply specifically to training and do not affect promotion eligibility, which remains governed by the CSS Rules, 2009. All ministries and departments are instructed to disseminate this information to their CSS officers.

OFFICE MEMORANDUM

Subject : Training Programmes for all the officers of CSS – amendment to Cadre Training Plan.

In order to achieve the objective of equipping the CSS officers in advance, so as to prepare them to shoulder higher responsibilities with adequate skills by imparting mandatory training through CSS-CTP, it has been decided to revise the eligibility (years of service) for the training for the respective training programmes. Therefore, in partial modification of DOP\&T’s O.M. No.4/11/2005-CSI dated $15^{\text {th }}$ December, 2006 and O.M. No.1/1/2009-CSI(Trg) dated $24^{\text {th }}$ February, 2010, the following amendments shall be carried out in various training programmes :

ELIGIBILITY CONDITION OF MINIMUM APPROVED SERVICE FOR THE CSS CADRE TRAINING PROGRAMMES FOR VARIOUS LEVELS :

i) Level ‘A’ Training Programme :- Upper Division Clerks who have rendered 4 years of approved service in the grade.
ii) Level ‘B’ Training Programme :- Assistants who have rendered 6 years of approved service in the grade.
iii) Level ‘D’ Training Programme :- Section Officers who have rendered 6 years of approved service in the grade.
iv) Level ‘E’ Training Programme :- Under Secretaries who have rendered 4 years of approved service in the grade.
v) Level ‘F’ Training Programme :- Deputy Secretaries who have rendered 4 years of approved service in the grade.
2. The eligibility has been modified for the purpose of training under the cadre training plan only. The eligibility for purposes of promotions etc. continues to remain the same as prescribed under the CSS Rules, 2009 and relevant Regulations.

  1. All other provisions of this Ministry’s O.M. No.4/11/2005-CSI dated 15th December, 2006 and O.M. No.1/1/2009-CSI(Trg) dated 24th February, 2010 shall remain unaltered. All the Ministries/Departments shall bring the above revised eligibility conditions made in the Cadre Training Plan for CSS officers to the notice of all the officers of the Central Secretariat Service in their respective Ministries/Departments.
