The Central government has announced a significant administrative restructuring, establishing a new cadre unit for the Ministry of Panchayati Raj. This move, implemented under specific rules governing the Central Secretariat Service (CSS) and Central Secretariat Stenographers’ Service (CSSS), sees the new unit carved directly from the existing cadre of the Ministry of Rural Development. Importantly, this initiative focuses on reorganizing existing human resources rather than creating new positions. The sanctioned strength for various grades within both ministries has been meticulously detailed, ensuring clarity on staffing levels. Current personnel in the affected grades will continue in their respective ministries on an ‘as is where is’ basis, maintaining operational continuity. Any excess officers in particular grades are to be promptly reported for necessary administrative action. Furthermore, a crucial detail for personnel is that CSCS (Central Secretariat Clerical Service) staff within the Ministry of Panchayati Raj will continue to be integrated into the CSCS cadre managed by the Ministry of Rural Development, streamlining administrative processes across the reconfigured units.
