Creation of a New Cadre Unit for Ministry of New & Renewable Energy (MNRE) from Ministry of Power

In a significant move for government administration, a new dedicated cadre unit has been established for the Ministry of New & Renewable Energy (MNRE). This unit, affecting the Central Secretariat Service (CSS) and Central Secretariat Stenographers’ Service (CSSS), was carved out from the existing cadre unit of the Ministry of Power. It’s important to note that this restructuring does not involve the creation of any new positions, but rather a strategic reallocation of existing sanctioned strengths between the two ministries to enhance cadre management for personnel. All current personnel in these services will remain in their designated cadre units on an ‘as is where is’ basis. However, Central Secretariat Clerical Service (CSCS) personnel within MNRE will continue to be part of the Ministry of Power’s CSCS cadre. This organizational adjustment increases the total number of CSS and CSSS cadre units across government departments to 44, reflecting an evolving administrative landscape.

Order
In pursuance of Rule 20 of the Central Secretariat Service (CSS) Rules, 2009 and Rule 20 of the Central Secretariat Stenographers’ Service (CSSS) Rules 2010, the Central Government in Ministry of Personnel, Public Grievances and Pensions (Department of Personnel \& Training) hereby constitutes with immediate effect, a new cadre-unit of Ministry of New \& Renewable Energy in respect of various grades of CSS and CSSS, by carving out the same from the existing cadre-unit of Ministry of Power.
2. The sanctioned strength of various grades of CSS \& CSSS in the bifurcated cadre-units of Ministry of Power and Ministry of New \& Renewable Energy is as given in Annexure. No new posts will be created in Ministry of New \& Renewable Energy for setting up a system for cadre management/administration of CSS/CSSS personnel.
3. The present incumbents in the various grades of CSS and CSSS shall remain posted to the respective cadre-units on as is where is basis.
4. The Central Secretariat Clerical Service personnel in Ministry of New \& Renewable Energy will, however, continue to be in the CSCS cadre of Ministry of Power.
5. With the creation of a new cadre-unit of Ministry of New \& Renewable Energy, the total number of cadre-units of CSS and CSSS is raised to 44.
