OFFICE MEMORANDUM
Subject: Rotational Transfer of Deputy Secretaries/Directors of Central Secretariat Service – reg
It has been decided to effect the transfer of Deputy Secretaries/Directors of CSS, in pursuance of the Consolidated Guidelines on Rotational Transfer Policy (RTP) for Central Secretariat Service (CSS) – issued through this Department’s O.M No. 21/9/2022-CS.I(P) dated 02.11.2022.
- A list of officers – eligible for transfer as per ibid Policy has been drawn on the basis of the data maintained in this Department. The same is circulated herewith for verification by the cadre units concerned. In case of any discrepancy in the annexed details vis-à-vis personal and service details of the officer(s) maintained by the respective cadre units, the same may forthwith be brought to the notice of this Division. In case the name of any officer – who is eligible for transfer as per ibid Policy, remained to be included in the list drawn for the purpose, the relevant details of the officer concerned may also be forwarded to this Division immediately.

In this context, attention is also invited to this Department’s O.M. No. 21/04/2022-CSCMS dated 15.11.2022 with regard to revamp of CSCMS portal, and availability of features therein (including ‘Rotational Transfer’) for commencement of online delivery of services. It is expected that the profile(s) of all the CSS officers are updated by them on the Portal, and are duly authenticated by the concerned cadre unit authorities on the basis of their service/personnel record. The officers eligible for ‘Rotational Transfer’ with updated profile on CSCMS portal shall be able to indicate their preference online, for posting under Rotational Transfer. In case of any difficulty in this regard, CSCMS Team headed by Ms. DS Nagalakshmi, Deputy Secretary, may be consulted for resolution.

The preference for posting may be indicated by eligible officers latest by 10.12.2022.

Ministries/Departments are also requested to immediately bring to the notice of this Department in case the name of any DS/Director, who is eligible for rotational transfer and against whom any vigilance/disciplinary/criminal case is pending, so as to facilitate appropriate decision.
