Constitution of New Cadre Units for Departments of Heavy Industry and Food Processing Industries

Exciting administrative reforms are underway within the Central Government, aiming to streamline personnel management across key ministries. Recently, new, independent cadre units have been established for the Department of Heavy Industry and the Ministry of Food Processing Industries. These units, carved out from the existing Department of Industrial Policy and Promotion, are designed to enhance the administration of Central Secretariat Service (CSS) and Central Secretariat Stenographers’ Service (CSSS) personnel. It’s important to note that this restructuring does not involve the creation of any new posts; rather, it reallocates existing sanctioned strengths. Personnel currently serving in these grades will continue in their respective ministries, ensuring a smooth transition. Any surplus officers beyond the newly defined sanctioned strengths will be reported for further administrative action, highlighting a commitment to efficient resource allocation. Interestingly, while these new cadre units are formed, the CSCS personnel within the Departments of Heavy Industry and Food Processing Industries will maintain their affiliation with the broader CSCS cadre of the Department of Industrial Policy and Promotion, ensuring continuity in certain administrative functions.

ORDER

In pursuance of Rule 20 of the Centrl Secretariat Service (CSS) Rules, 2009 and Rule 20 of the Central Secretariat Stenographers’ Service (CSSS) Rules 2010, the Central government in Ministry of Personnel, Public Grievances and Pensions (Department of Personnel and Training) hereby constitutes with immediate effect, new cadre unit for Department of Heavy Industry and Ministry of Food Processing Industries in respect of various grades of CSS and CSSS, by carving out the same from the existing cadre unit of Department of Industrial Policy and promotion.
2. The sanctioned strength of various grades of CSS and CSSS in the separated cadre-units of Department of Heavy Industry and Ministry of Food Processing Industries is given in Annexure. No new posts will be created in Department of Heavy Industry and Ministry of Food Processing Industries for setting up a system for cadre management/administration of CSS/CSSS personnel.
3. The present incumbents in the various grades of CSS and CSSS shall remain posted in the respective Ministries on as is where is basis to the extent of sanctioned strength as per Annexure to this order and excess officers in any grade should be reported to CS.I/CS.II Division for further necessary action.
4. However, CSCS personnel of Department of Heavy Industry and Ministry of Food Processing Industries will continue to be a part of CSCS cadre of Department of Industrial Policy and Promotion.
