Constitution of a Monitoring Group on the CSS Training Programme

The Department of Personnel and Training (DOP&T) has established a Monitoring Group to oversee the CSS/CSSS training program. This decision follows feedback from program participants, aiming to enhance the effectiveness of cadre training. The group, comprised of Joint Secretaries, Directors, and Under Secretaries, will focus on achieving training objectives, identifying suitable training institutes (both domestic and international), refining training methodologies, and suggesting improvements based on participant feedback. The CSI Division of the DOP&T will provide secretarial support, and the initiative has the approval of the Secretary (P).

Subject: Constitution of a Monitoring Group on the CSS Training Programme.
The DOP\&T has undertaken training of the CSS/CSSS officials at various levels. Based on an analysis of feedback received from the participants of some of these programmes, it has been decided to constitute a Monitoring Group as below:

1) Joint Secretary(AT\&A) : Chairman
2) Joint Secretary(Trg) : Member
3) Director (ISTM) : Member
4) Deputy Secretary(CSI) : Member
5) Deputy Secretary(CSII) : Member
6) Under Secretary(CSI(Trg): Member Secretary

2 The terms of reference of the Monitoring Group are given below :
i) To take steps so that the objectives of the CSS/CSSS cadre training plan are achieved.
ii) To identify suitable institute(s) for conducting foreign component of the CSS training programme at the appropriate levels, and to help design course contents for such programmes.
iii) To identify the institute(s) within the country for co-delivering the training programme, if required, at specific levels along with the ISTM.
iv) To suggest corrective action on the methodology, and course contents of the training programmes, if any, based on the analysis on the feedback of the training programmes at every level.
v) To attend some of the training programmes, as observer, either individually or collectively, and suggest remedial actions for improving the programme.
3 The Secretariat services to the Monitoring Group would be provided by the CSI Division of the DOP\&T.
