ORDER
Subject:- Constitution of a Committee to review the Cadre Training Programme for CSS officers.
With a view to review the Cadre Training Programme for development of the Central Secretariat Service officers(CSS), it has been decided to constitute a Committee, with the following composition:-

- Terms of reference of the Committee would be as under:- (i) Assessment of financial implications of foreign training component in the existing programme and whether it can also be extended to the higher level programmes for CSS officers. (ii) In case foreign training component is included in the new progrmmes, the source of budgetary provisions for foreign component and examining the possibility to source the programmes from the respective budgets of ministries/departments in the initial phase. (iii) Introduction of equivalent mid-career programmes for those CSS officers who have missed respective training programmes because of ad-hoc promotions or due to some other genuine reasons. (iv) Examination of cases which could be considered for relaxation/exemption from the mandatory training programmes on the basis of genuine reasons. (v) To review the newly introduced courses on the basis of feed backs and the outcomes. (vi) Assessment of infrastructure requirements in the ISTM and to examine the need to associate other training institutes incase ISTM is not in a position to accommodate all the newly introduced programmes
(vii) Introduction of Refresher Training Programme without foreign component for ad-hoc Under Secretaries
(viii) Assessment of course contents for the new courses.
While reviewing a career training programme the Committee should prepare a pragmatic, realistic and economical plan of action.
- The Committee may like to invite AS&FA to give his inputs on the availability of the budgetary allocations and consider financial implications/constraints.

The Committee shall submit its report within one month from the date of its constitution.

Secretariat services would be provided by the CS Division of the DOPT.
