Clarification on Tenure of Additional Secretaries and Equivalent Posts in Government of India

C

Government of India has issued a clarification regarding the tenure of officers appointed at the level of Additional Secretary or equivalent. The notice reiterates that unless otherwise specified by the Appointments Committee of the Cabinet (ACC), tenures will be determined based on the officer’s prior role and length of service. Officers directly appointed as Additional Secretary from their parent cadre will have a four-year tenure. For those appointed as Additional Secretary from a Joint Secretary post, the tenure is calculated based on their previous service as Joint Secretary: less than two years results in a five-year combined tenure; two to four years results in a three-year tenure as Additional Secretary; and over four years as Joint Secretary leads to a seven-year combined tenure. The document also emphasizes the need for ministries and departments to update tenure details in the ACC Vacancy Monitoring System for effective monitoring. Illustrative examples and specific conditions, such as superannuation dates affecting tenure completion, are provided.
