This notification introduces amendments to the Central Civil Services (Conduct) Rules, 1964, specifically focusing on Rule 11, “Communication of Official Information.” Effective from their publication in the Official Gazette, these amendments mandate that every Government servant must communicate information in good faith in accordance with the Right to Information Act, 2005. G.S.R….. In exercise of the powers conferred by the proviso to article 309 and clause (5) of article 148 of the Constitution and after consultation with the Comptroller and Auditor General of India in relation to persons serving in the Indian Audit and Accounts Department, the President hereby makes the following rules further to amend the Central Civil Services (Conduct) Rules, 1964, namely:-
- (1) These rules may be called the Central Civil Services (Conduct) Amendment Rules, 2005.
(2) They shall come into force on the date of their publication in the Official Gazette. - In the Central Civil Services (Conduct) Rules, 1964, for rule 11, the following rule shall be substituted, namely:-
“11. Communication of Official Information.- Every Government servant shall, in performance of his duties in good faith, communicate information to a person in accordance with the Right to Information Act, 2005 (22 of 2005) and the rules made thereunder :
Provided that no Government servant shall, except in accordance with any general or special order of the Government or in performance in good faith of the duties assigned to him, communicate, directly or indirectly, any official document or any part thereof or classified information to any Government servant or any other person to whom he is not authorised to communicate such document or classified information.”
